Why was a 5 year old allowed to cross a road alone? Where are the parents?

Since 1994 it is a common occurance to see many children as young as 5 navigating the roads alone to get to school. They are even negotiating highways. In the rural areas I can understand it is due to ignorance and stupidity on the part of the parent but in the cities that surley cannot be the case. It is sickening and mind boggling! Do the ignorant stupid parents of these children really love and care about them or are they just another mouth to feed and therefore expendable.
