Johannesburg - Eastern Cape local government MEC Mlibo Qoboshiyane is considering putting five municipalities, including the two metros, under administration, according to reports on Tuesday.

The DispatchOnline reported that plans to invoke the Constitution’s section 139 (1) (b), for the Nelson Mandela and Buffalo City metros and the Mnquma, Mbhashe and Mbizana local municipalities, were discussed during an ANC provincial working committee meeting in King William’s Town two weeks ago.

This was after Qoboshiyane tabled a report on these municipalities, which he said were characterised by infighting among ANC councillors. As a result service delivery had been adversely affected.

Section 139 (1) (b) gives the MEC powers to dissolve any council when a municipality cannot or does not fulfil an executive obligation in terms of the Constitution.

It also gives him powers to appoint an administrator until a new council has been elected.

Qoboshiyane said if councillors were not prepared to serve their communities, they must be relieved of their duties.
