Former Durban manager sues city

2012-06-22 14:18

Durban - Former eThekwini municipal manager Michael Sutcliffe confirmed on Friday that he was suing city manager Sibusiso Sithole over the findings of a forensic report.

"Because of the seriousness of the allegations made by city manager Sibusiso Sithole, without any merit whatsoever and with reckless disregard for the consequences, I have therefore started proceedings to claim significant damages," Sutcliffe said on Friday in Durban.

The forensic report deals with fraud and corruption in the municipality.

The Manase report, released by co-operative governance MEC Nomusa Dube in February, found that Sutcliffe contravened the Prevention and Combating of Corrupt Activities Act by not reporting fraudulent and corrupt activities.

Matter dealt two years later

It concluded that Sutcliffe failed to deal with fraud and corruption which had been raised in a previous report to the police.

He only dealt with the matter two years later, costing the municipality R1.1m.

The probe was instituted after Auditor General Terence Nombembe said in his 2009/10 report that R532m had been irregularly spent by the municipality.

Sutcliffe said on Friday: "Allegations made to the effect that I am guilty of a derogation of my duties and that, as a result, the city will be taking action to recover an amount of R1.1m from me and to institute possible criminal prosecution are completely unfounded."

The Manase forensic investigation did not contain a recommendation that he should be prosecuted, said Sutcliffe.

"Nor does it advocate that monies allegedly lost to the municipality should be recovered from me personally."

Numerous accusations

Sutcliffe claimed the forensic investigators did not do their job properly.

"It may be that they did not have enough time, or were being forced into politically manipulated deadlines."

The investigations also contained accusations against a number of senior officials.

It found that 10 councillors had business interests with entities which conducted business with the eThekwini Municipality.

Mike, you ripped us off for YEARS with excessive rates!! Bitch.

      Kala - 2012-06-22 15:01

I wonder if he was speaking from his new residence in Brazil or Australia.

      christopher.columbus.3950178 - 2012-06-22 15:59

Mr Suck cliffe...you a do*s...for so many years you screwed the city of Durban...this is why you cannot go out to dinner at night, and why your wife left you, and why your son who you gave the rates to sort out is now living in Canada!

      goyougoodthing - 2012-06-22 16:19

And why his special friend has a top job at the ICC

      allen.bullard.9 - 2012-06-22 16:25

The grandiose ideas of comrade Mike:- Moses "White Elephant" Mbidha stadium - R6 Billion (could have upgraded Kings Park for R500M) but Noooo! Mike wanted a new stadium so that he could get his name in "lights" and his snout in the trough! How can we really p*ss off the white middle/upper class ratepayers of the city? Let's change the historical street names and the benign names in their suburbs to reflect some communist terrorist or red regime to ensure that we offend and really rub them up the wrong way! Sutcliffe, your legacy and what you'll be remembered for is that you got very rich when working in a municipal position. This doesn't happen unless you're getting extra mural funds! (See snout in trough)

      Kala - 2012-06-22 16:40

@allen.bullard.9 - What is fantastically ironic is that Mohatma Ghandi hated the blacks. Yet they named a street after him.

      raj.morar.1 - 2012-06-22 18:27

You most certainly have a very limited knowledge( if any at all) about local government and council operations. Dr. Sutcliff, does not decide how much rates you pay, it is the full council of councillors who do. The City Manager carries out instructions and decisions arising out of council meetings. As for your language, it is obvious you are surrounded by those types. Raj Morar

      raj.morar.1 - 2012-06-22 18:29

@Kala: Open your eyes, you would notice he was speaking from Durban on e-TV. Stop trying to "wonder", it takes a brain to do that

  • Ron - 2012-06-22 14:28

Shame. Your ancancer buddies have turned on you Sutcliffe.

      christopher.columbus.3950178 - 2012-06-22 16:01

You know what Ron...the saddest thing is that he believes that he made Durban great...I have met him, and he believes it!

      goyougoodthing - 2012-06-22 16:46

Yep and before Mike Durban was one of only two cities in THE WORLD without debt. Everything worked, services were great and prices reasonable. To this, which even locals now call Dirtbin... Mike you are a parasite.

  • Warren Mudge - 2012-06-22 14:39

funny how things change. Not so pleasant being on the receiving end now is it Sutliffe?

  • frank.cornelissen.1 - 2012-06-22 14:41

This tail-gunner jack@ass should be behind bars for corrupting the City of Durban to the extent of it losing the Blue Flag status of their beaches. Stupid moron!!

  • sylvia.shaw.7 - 2012-06-22 14:45

"How are the mighty fallen." I for one am so glad he's gone.

      Kala - 2012-06-22 14:57

I agree. He was a prime tjop.

  • Irene - 2012-06-22 14:50

Hope Sutcliffe gets what's coming to him, if nothing else, just as punishment for being a 'comrade'. hehehehehehehe Love it!

      frank.cornelissen.1 - 2012-06-22 15:14

Spot on! He had the run of the City when he thought he was untouchable because of his ANC connections. Can't stand this fool!!

  • Bryan - 2012-06-22 14:57

Yeah Slutcliffe...You kissed the cANCer ass for many years and ripped off everyone in sight!! Now the knife has been stuck in your back...How does it feel cuzzie?? Ain't karma a biatch!!!!!

  • Johan - 2012-06-22 15:10

and who will pay for all this legal stuff ? The rate payer - you fleece them once , you fleece them twice and if you can a third time- people start thinking of your wallet when voting!

  • lynn.syme.1 - 2012-06-22 15:11

Ha ha - your turn now Mike Sucklips! All you did was change street names to rile people. Your contributions amounted to zero. Now they turn on you. Suck it up!!

      IcemanGP - 2012-06-22 15:28

I agree, he turned the last British outpost into an African mess. He was drinking to much juju juice.

  • Allan - 2012-06-22 15:26

      Irene - 2012-06-22 15:32

      Borrowed robes, somebody?

  • bob.small.7547 - 2012-06-22 15:28

Sutcliffe...few people like you! For good reasons! I will smile broadly when you lose the court case and have to pay all the legal fees!

  • kevin.day.7370 - 2012-06-22 15:28

I think when you bulldozed over our objections to the Valuation Roll being increased so heavily, you lost my support Mr Sutcliffe. Then you changed the street names in the suburbs without following legal procedure or asking me if I wanted to live in Adelaide Tambo Avenue. My facilities bill went up every year without any improvement in service delivery, I've recently lost the free portion of my water bill and now it seems as if the money I paid in rates and services went into paying good old 'facilitation fees' to mates and fellow non-performers. I'm sure you can understand why I have no sympathy for you and the majority of "City Managers". Guess what, I'm white too, so there's not even a racist issue here!!!

  • maseratifittipaldi - 2012-06-22 15:40

    Another crook? ANC perhaps?

  • David - 2012-06-22 15:42

Take a long walk off a short pier (snakepark)...you're corrupt as anything...deeeeek!

  • cliveherron - 2012-06-22 16:06

Don't expect any sympathy from Durban Citizens you were the Chief Architect of the Cities Decay

      Irene - 2012-06-22 16:12

      Him and his cANCer buddies.

  • sewsexy - 2012-06-22 16:26

Jeesh Mike - Are your pockets not full enough yet !!! You made sure that you bought buildings on the beachfront for less than nothing (near Ushaka) before the whole area was upgraded, coining it big time - you made sure that the area you lived in did not have any electricity blackouts - you made sure that the area you lived in did not get rates hikes for 5 years - shall I carry on - you are worse than the ANC run Government - you ripped the people of Durban off for years, now you gonna sue!!! OMG what a p&&ck you are!!!! I hope your ASS burns big time - GUILTY AS CHARGED!!!!

  • michael.i.wright - 2012-06-22 16:27

This twit will go down in history as the one who destroyed Durban. He has the reverse of the "Midas touch."

  • lynne.barker.7 - 2012-06-22 16:43

The high life costing too much Mike? You took our money all the years you worked for us, the citizens of Durban.

  • deepchund.ramchurren - 2012-06-22 17:17

Sithole, you will have the backing of the ratepayers. Screw that idiot, he ran Durban to the ground.

  • james.m.wood.773 - 2012-06-22 17:27

he said she said, soon everyone will be sueing everyone else. do we really want to be like american'ts?

  • raj.morar.1 - 2012-06-22 18:37

@ Kala: Your comment on Gandhi, shows just how STUPID you are. Not only do you lack any knowledge on Gandhi, your comments underlines your ignorance on anything.

  • Kevin - 2012-06-22 18:59

His only claim to fame was to rename roads after people that no one in the country even knew and to leave a once viable city bankrupt and in a mess.

  • Irene - 2012-06-22 19:16

Isnt' it incredible now there were no thumbs down for anybody and all of us in agreement regarding the Sutcliffe thief, until ol' Raj arrived. Maybe he's here to defend his cANCer buddy.

      raj.morar.1 - 2012-06-22 19:35

For the first time you got your comment correct. I am an ANC member and will defend the organisation, like you key board experts do when you comment on matters you know nothing about. As for Mike, yes he is a good friend of mine and i will defend and stand by him.

      Irene - 2012-06-22 20:19

Oh wow, I'm doing cartwheels to think my comment was correct in your eyes! Whoop-de-doo! Aren't you ashamed at being a member of the cANCer that is destroying this country? Aren't you ashamed to knowingly belong to a corrupt, thieving organisation that is incompetent in everything it touches? Aren't you ashamed that your organisation puts it's own pockets before the very people they're supposed to be helping? I know I would be so very, very ashamed. Sies!

      raj.morar.1 - 2012-06-22 20:54

@ IRENE: Answer to all your questions: NO. Now start cartwheeling.

      raj.morar.1 - 2012-06-22 21:02

@ Irene: I answer NO to all your questions, simply because they are your opinions of the ANC, which more than 70% of the population will disagree. Become part of the solution of problems facing us, instaed of sitting on the sidelines making comments, which will only result in you becoming a very frustrated person. I joined the ANC to be part of decision making, not coming up with far fetched opinions. A so-called corrupt member of the ANC, does not make the ANC corrupt. Recently a senior member of the DA was charged with fraud, does that make the DA corrupt. Come on, get a life

      Irene - 2012-06-22 21:02

Only goes to show your moral fibre. Shame on you and shame on cANCer. How utterly disgusting. SIES! Nevertheless, enjoy it while it lasts because the day is coming when all the uneducated see your cANCer for the filth that it is.

      warren.vanwyk.3 - 2012-06-22 21:48

@ raj.morar.1: Opinions??? For real??? Dude, your head is so far in that dark space it's just not true!!! The proof for all Irene's facts get slapped in everyone's faces day after day after day except for those on the grrrrravy train. It happens so often it has become the norm.

      frank.cornelissen.1 - 2012-06-22 23:36

      raj.morar.1 - June 22, 2012 at 21:02 You thieving scumbag!

      raj.morar.1 - 2012-06-23 11:19

@ Frank: You being a supporter of either the DA or FF+, does that make tou a racist? I being a member of the ANC, does that make me corrupt

      frank.cornelissen.1 - 2012-06-23 14:14

raj.morar.1 - June 23, 2012 at 11:19 Short answer....YES! Anyone supporting Zoomer and his cronies is corrupt as the day is long. Simple!!

  • tw2066 - 2012-06-22 21:18

Ha ha - so Snotkop and his puppet masters are no longer buddies. All that ANC butt licking only to be treated like a dog. No sympathy from me pal. As for ANC Raj, -- good for you that you are ANC thru and thru, so was Mike - upto now.... Haha. ANC screwed Thabo too, and Malenima, and are eying JZ. Great company you keep Raj.

  • rajan.ramdhani.7 - 2012-06-22 22:03

The ONLY way some people can live is by creatively finding ways to tap into public funds. They have no other life skills to actually WORK for a living.I often wonder how they manage to feed themselves and their families with this money without choking at the thought of the number of other human beings they have short-changed in their quest to rise in the food chain.

      Mike Purchase - 2012-06-22 22:27

rajan then is public must stop paying them.
