Johannesburg – Community Policing Forums (CPFs) in Gauteng have had their civilian oversight functions restored after these were suspended, senior police officials said on Thursday.

“We agreed on Monday that the civilian oversight functions will happen as before,” Gauteng CPF chairperson Andy Mashaile told reporters in Johannesburg.

He explained that the suspension was due to a “miscommunication” between parties involved in the police’s civilian oversight function.

In a letter dated June 29, Gauteng provincial commissioner Lieutenant General Lesetja Mothiba wrote: “Please take note that no CPFs will be allowed to perform any oversight function until the matter pertaining to the oversight role and function of the CPFs has been clarified by the office of the national commissioner of the SAPS”.

It was addressed to all Gauteng provincial heads, station commanders, cluster commanders, Mashaile, and Gauteng’s community safety MEC.

Mothiba said in the letter that his office had never been consulted about a decision that CPFs be involved in oversight visits at police stations. This was apparently decided by Gauteng’s Community Safety MEC Sizakele Nkosi-Malobane in a meeting with her department on June 25 and June 26.

On Thursday, Mashaile said the matter was resolved in a meeting between Mothiba, police management, and the Gauteng CPF board.

“Some of our [CPF] members do not understand some of the roles and responsibilities. There will be incidents of misunderstanding where you have police and communities coming together,” Mashaile said.
