Johannesburg - A report into corruption in the former Gauteng public transport, roads and works department has been referred to the presidency, premier Nomvula Mokonyane said on Monday.
The report showed there was a need for greater clarity on the investigation.
Allegations of possible misconduct and general performance problems were made about department head Sibisiso Buthelezi by then MEC Ignatius Jacobs.
Buthelezi, in turn, made allegations about Jacobs.
Buthelezi was suspended in 2009 and charged with misconduct. His disciplinary case raged on for months and cost the department too much money, the report said.
To avoid this continuing, they reached a settlement with Buthelezi which saw him leave the department and accept payment of a year's salary.
In turn the department withdrew all charges against him.
Mokonyane handed the report over to the presidency so the relevant investigating bodies could decide what action needed to be taken.
