Johannesburg – A KwaZulu-Natal delegate on Friday questioned the legitimacy of more than 500 of his provincial peers attending the African National Congress's (ANC) national general council.

During the adoption of the credentials, Thabani Nyawose rose and addressed ANC chairperson Baleka Mbete saying: “I need clarity on the delegation from the eThekwini region.

“The reason why I'm asking this question is because in September the national working committee visited the province and informed the structures delegates have to go back to their branches and be elected in properly constituted branch general meetings."

He said those elected had been elected in November and December last year ahead of the February 14 conference that was nullified. Now they had not yet convened branch general meetings to elect delegates for the conference, but there was confusion as they had "been invited here as delegates".

Nyawose was interrupted by delegates raising their voices, but Mbete told them to let him finish.

He then told the delegate she could not go into details of branches and regions as they had already been adopted.

“The issue you are discussing must be referred to the steering committee because the credentials were adopted,” she said to loud cheers.

KwaZulu-Natal provincial secretary Sihle Zikalala said national general council delegates did not have to be elected by the regional conference, but came directly from branches.

"I think [the delegate] does not understand the NGC processes," he said.

eThekwini as the ANC’s biggest region has been marred by controversy over the party failing to convene a successful conference. The highly contested regional chairperson position is being fought between eThekwini mayor James Nxumalo and councillor Zandile Gumede.

Both are eThekwini executive council members.

The eThekwini conference was scheduled to convene for October 4. It had been indefinitely adjourned in May after disgruntled members, believed to be in Gumede's faction, disrupted proceedings.
