Man arrested for dumping textbooks

2012-07-09 17:15

Johannesburg - A clerk at the Limpopo department of education was arrested on Monday in connection with the dumping of school textbooks in Giyani last week, police said.

Brigadier Hangwani Mulaudzi said the 44-year-old man was charged with malicious damage to property.

"The school textbooks were found dumped in the Giyani area during the weekend of 29 June to 1 July. The books were mathematics for Grade 8 and numeracy in Sepedi for Grade 3," he said.

The man would appear in the Giyani Magistrate's Court on Tuesday.

Mulaudzi said the arrest would not affect the charges laid by the Democratic Alliance against the department and a contractor over the books.

"We are still following the investigation into the books, and are still trying to link more people to this case."

A charge was laid against the department for vandalism and destruction of books in Seshego. Another was against a service provider who allegedly dumped the textbooks in Giyani.

Text books were found dumped and destroyed while schools in the province had gone without books for seven months.

After news of the dumping emerged, Basic Education Minister Angie Motshekga called for the culprits to be arrested.

"We feel this is now an act of sabotage, and we call upon the police to arrest these culprits without further delay," she said in a statement.

Motshekga said a team was sent to the province to investigate the service providers, and to lay charges against them where appropriate.

These books were not part of the court order to deliver text books to schools in the province by 27 June, she said.

A CLERK? MUST BE A JOKE

      Christelle - 2012-07-09 17:53

Somebody made the decision for him - and he needs to spill the beans. How - any any civilized country - do you come accross such a travesty. Our children - our education!!!

      joe.farmer.92775 - 2012-07-09 18:14

arrested, can't be a comrade then. animal farm you have the pigs and this must be a scape goat

      rickvcooper - 2012-07-09 18:17

ANC in government = sabotage ANC government overseeing education = sabotage

      jacques.otto.50 - 2012-07-09 18:29

Fill in the dots. They will frame whom ever. Then the department will be cleared. A act of Sabotage will be laid against the framed individual. Poof gone is the complain against the department as they will state it was an individual act. The service provider of the tender connected to MR Zuma will be cleared as they delivered but an individual was responsible for sabotage. Come one people the ANC follows a routine with these things. Next the man arrested will be a DA clerk or an Afrikaaner Weerstands beweging chap and apartheid will be blamed as this agent infiltrated the department.....ahhhhh...going back to bed now

      tw2066 - 2012-07-09 19:54

100% CORRECT. Are we expected to believe that a 44 year old clerk woke up one morning and decided to dump more books than he could carry??? FIRE THE ANC MINISTER ALREADY!!!!

      merven.halo - 2012-07-10 07:11

The poor clerk probably were too dumb to know what he was dumping in the first place. Is there no honor amongst the ANC?

      Bond - 2012-07-10 08:39

Minister is trying to shift the blame.

  • Tony Lapson - 2012-07-09 17:39

So this is who they pin the blame on... As though the clerk has the capabilities to make decisions and order people around? Arrest all big shots in charge of planning and distribution up to the minister herself. Pathetic that you can't take responsibility for the departments actions.

      victor.tamaranui - 2012-07-09 18:23

If you are aware of how the Government utilizes Contractors to complete many tasks on their behalf then you would know it is the Individual or Division charged with ensuring that any contractor abides by the contract This or these persons are the perpetrator here.

      abraham.koopman - 2012-07-09 18:27

I agree, fire and arrest them all!!!!!!!!!!

      jacques.otto.50 - 2012-07-10 09:20

@Victor. Tell me if i out scource my military to mercenaries and these mercanaries commit a crime against humanity under my flag does the world state it is ok as it was not under my flag but realy the mercanary company which was out sourced. Come on Victor if you out scource this does not free you from responsibilities you still need to manage these contracts. This is exactly the problem we face in South Africa. People like you making excuses and not owning up to the mistakes. What this means is that the company appointed was not up to scratch and should never have been awarded the contract by the Muncipality goverment or education department putitng the blame squarly on them. If the ANC does not clean up it act and stop blaming everything from Agents to Individuals to Appartheid they will never bring on change. Why is this so hard for you to understand. You can not blame in this instance anyone but your self. Come one 7months without books is not the fualt of the past, poverty or an unequal society. This is just a lack of care poor management and possible tender fruad which is clearly a current issue.

      scouter.fourone - 2012-07-10 10:21

Dead right Jacques - but do not forget that Victor was educated overseas and therefore probably knows more about everything than you and I could ever hope to aspire to.

      gail.hayesbean - 2012-07-10 14:07

Victor: And why do you suppose these contractors do this? Simple answer is that the education department hasn't paid them from last year yet. Just like the teachers they don't pay despite court orders who are blamed for submitting the orders late. Why the teachers bother to submit at all when fatcats like Zuma and Angie are living it up on the monies paid by the parents of those pupils in VAT etc and other taxpayers with jobs like Angie's. Nothing is free except the air you breathe while people are being given so-called free education or housing it is all a lie. Teachers study and pay or are paid for through the taxpayers money for up to 17 years and when they are qualified uneducated inept cretins called MP's and Union leaders live the good life while the people the represent are worse off than before. Until merit is the yardstick for ANC MP's and cares and there are those with merit out there - they don't want to be tarred with the same brush understandably - this will be an ongoing problem.40 million people are Black. How are the other 9 million supposed to help so many and it was like this before any "colonialists" got here or apartheid education and slavery - the ANC crutch. Majority rule was inevitable - don't blame liberals. I am so glad I knew this before I left school and planned accordingly. I'm sorry for those who have nowhere to run and want to do so. I'm staying but my kids are gone.

  • talio.vindico - 2012-07-09 17:49

You can be sure that he acted on instructions from a senior official, who reports to an official, who in turn reports to Motshekga. The ANC is about to outdo their National Party counterparts, If they haven't already done so.

      boltonbarry - 2012-07-09 17:54

      What you've said

      abraham.koopman - 2012-07-09 18:26

I can't agree with you more!!!

  • trevor.pietersen.3 - 2012-07-09 17:51

YEAH...and how much are THEY paying the clerk and family to take the RAP.... what a joke....but then...the goverment is a CIRCUS

  • Henk - 2012-07-09 17:52

Angie must be arrested, oh no wait. An ANC cadre is never wrong. Poor sod most probably just did what his bosses told him to do....

  • millionwatts1 - 2012-07-09 17:54

What's Angie still doing in that office?

      abraham.koopman - 2012-07-09 18:28

      She's on the gravy train.

  • ivan.frantz.3 - 2012-07-09 17:56

What kind of mentality has this guy got ? Who gave him the order to dump books which should have been delivered to schools. Mismanagement and a waste of taxpayers money at its best !!! No wonder the educational system is in such a turmoil . . .

      omrisho.za - 2012-07-09 18:07

      the country

  • tshivhombelaf - 2012-07-09 18:00

This is simply an easy target. Unless the man is psychologically disturbed, he must have acted on his seniors' instructions. The Dept of Basic Education is not in safe hands.

      koos.meyer.52 - 2012-07-09 18:12

It's in ANC hands, I hope you don't vote ANC as this is what you are voting for. You get what you vote for as they say. Zuma is not running the country, he is running his election campaign!!

  • pistonpete.outriders - 2012-07-09 18:03

Sabotage ...my ass...get a grip woman & fall on your sword!

  • Clive - 2012-07-09 18:06

I said a week or two back that some junior funkey would take the fall, while those who should be held accountable - the deployed cadres - would walk away free. And so it came to pass ......

  • koos.meyer.52 - 2012-07-09 18:10

VIVA ANC - f'ng up education, and they want to run farms, mines and banks. Can you just imagine!!!!

      ryan.a.smith.3958 - 2012-07-09 23:22

its unbelievable. ANC/government involvement in enterprise has on a net basis cost the country tens of billions of rands in LOSSES in the last few years. there's the proof. thinking it will be any different in the future is criminal.

  • keith.ngobeni - 2012-07-09 18:13

Shame on you ANC you're making this poor chap a scapegoat, the minister of basic education angie motshekga and her boyfriends are the one should have been arrested, release that poor chap his family need him and deal with the real culprits/sabotages from the very top.

      tshivhombelaf - 2012-07-09 19:18

He buti, Angie would remain as she has a very influential husband within the structures.

  • victor.tamaranui - 2012-07-09 18:17

Good one , He is One link now get the rest of the Criminal chain. Thanks SAPS.

  • tom.vorster - 2012-07-09 18:18

You can find a clerk who dumped a few books but you're incapable of finding the guy who signed the deal for a billion rand lease or pocketed a massive kickback. Eish, its hard being an unconnected cadre in this country these days.

  • abraham.koopman - 2012-07-09 18:23

It is a disgrace for the Education Department to let that happened. Wanneer gaan die politici ontslae raak van korrupte en onbevoegde amptenare? Die kiesers moet hul oë oopmaak en hul stem gebruik maak wanneer hul kan. Genoeg is genoeg!!!!!!!!

      nicolaas.baker - 2012-07-09 19:10

@Abraham, i say it is time to shoot to kill these rubbish called govament! They do not deserve the oxygen they stole!

  • peter.t.solomon - 2012-07-09 18:26

People went to school to become clerks. He probably went to exile to be a clerk. Cadre deployment at its best.

  • morne.nortier.98 - 2012-07-09 18:31

I recall that this sort of thing happening before in history... Burning of books, art (expression) and literature... However back then it was religious fundamentalists who would simply not allow for any free thinking and or to challenge the status quo... You see they knew that once you do not fear the institution anymore you will not respect the institution and even rise against it... For them to maintain their power they had to deny the power of free will and free thinking which comes from an education, or making educated decisions. Their power was solely based on fear, fear of the unknown, fear of what will happen to you if we are no longer here. The 'saviours' became the oppressors. Luckily for us this happened a long time ago and it was religious fundamentalists so no need to worry... Oh wait...

  • previouslydisadvantaged.byapartheid - 2012-07-09 18:38

i trust and have faith in the SA judicial system but i still think more heads must roll and this only the begining....i am sure the CLERCK can not be soley responsible...

  • peter.t.solomon - 2012-07-09 18:44

Let's hope that Thuli Madonsela will take down Angie.

  • sam.ntshangase - 2012-07-09 18:48

poor clerk , dont waste time explode , vomit evrything to save your job, dont defend evil people behind this devilish act, quiet certain somebody gave orders, talk Mr Clerk tell us. This is our money, my tax, thrown in the rubbish bin, yet my child does nt have lunch box.

  • thabo.modiba.7 - 2012-07-09 18:58

A Clerk ? Wrongful arrest and a scale goat. Investigate again and this time look for a Clever.

  • mantsho.tlali - 2012-07-09 19:05

Zuma should fire Motshekga, he said there is going to be consequences, Where are they?

      gail.hayesbean - 2012-07-10 14:18

Zuma is probably flying somewhere out of the country so he doesn't have to take responsibility for appointing such domkopf people whose husband's contribute to his election campaign. Angie is merely doing what he does - shifting responsibility and talking conspiracy theories. We need to lose the highly paid stupids who won't accept help or ask for it just like they won't take individual responsibility. Angie you can blame Zuma for appointing you to a position you told him you couldn't manage from day one.

  • Matjeutjeu Boshigo - 2012-07-09 20:05

Ppl Limpopo Gvt is Rotten so dey will Find Sm1 2 hide bt we all know gore No de Clerk is not Guilty Alone der is Sm1 bigger dat him Behind dis ! Ke Manyala ka gofela !

      merven.halo - 2012-07-10 07:19

      The national government is rotten.

  • Bloodstone - 2012-07-09 21:50

Motshekga is just a pawn in the game....keep the voters uneducated less they recognise the absolute disgrace of their so called saviours.

  • vusi.mpela - 2012-07-09 21:54

    And the culprit is...... Apartheid

      ryan.a.smith.3958 - 2012-07-09 23:25

Vusi, I assume you are being sarcastic. but if you are, rather use a wink next time too ;) otherwise some will think you just another ANC muppet

  • vusi.mpela - 2012-07-09 22:39

    And the culprit is.... Apartheid

  • buhlebam.nyuswa - 2012-07-09 22:49

In fact arrests should start in the Premier s office. The rot has its base there. Thereafter the axe should fall on almost all the senior managers in Limpompo. The conduct of this clerk just show how the rot has spread in that province!

  • Billy - 2012-07-10 03:50

haaaahahaha, what a load of nonsense! clerk by day, textbook fiend by night!! why are the ministers not arrested? the law should apply to them FIRST. ARREST THE MINISTERS!

  • cj.venter - 2012-07-10 06:36

why don't they just announce "Fallguy Found for ANC"

  • maggsie - 2012-07-10 08:14

Really, how dumb does the goverment think we are, wait, scratch that. What is the clerks motivation for dumping the books? What's his angle?

  • mapepaki - 2012-07-10 11:49

Hope the 'guilty' man tells the truth the whole truth, don't take the blame if you were either instructed to dump the books or told to stay silent and keep your job.

  • gail.hayesbean - 2012-07-10 13:49

How the hell would Angie know they were not part of the late books when she was incharge of the whole debacle and kids going without books for 7 months. Please put someone with experience in charge of running things like this, who knows about lead times and delivery scheduling and paying service providers. This woman couldn't organise a p-up in a brewery. All down the line there are problems but the buck must top with the person who is in charge. You screwed up not accepting what your staff were telling you and then the media got involved. Pack your things and leave Angie and take Zuma with you since zI believe he countermanded instructions given by yourself. What a bunch of total idiots we have in charge of matters they have no experience with and too proud and vengeful to ask for help cfrom people who ran things for years purely because they are pigmentally advantaged.
