Manyi wants control of govt ads - report

Johannesburg - Cabinet spokesperson Jimmy Manyi wants the advertising of all government departments centralised in his office, according to a report on Monday.

The Times reported that Manyi was tightening his grip on the advertising of government departments.

"At a national level we are trying to have a model where all departments will give their advertising to one centre - the Government Communication and Information Services (GCIS)," Manyi said speaking at a community media indaba on Saturday.

"Once this model has been adopted, GCIS will then be the one to distribute adverts accordingly."

The newspaper reported that each of the 34 governmental departments had its own funds for advertising and were in charge of their own advertising by appointing an advertising agency.

At the indaba the funding and lack of government advertising in community media was negotiated by the GCIS and the Media Development Agency with community representatives, the Times reported.

The Times reported that community media complained that government was ignoring them when allocating advertising and instead chose to place their advertisements with mainstream media at a much greater cost.

Last year, Manyi said government, through GCIS, would monitor and enforce adherence to the "government brand".

Non-Cabinet weeks would, among others, be used for media briefings to communicate progress on the implementation of government's programme of action.

The implementation of the strategy would result in a much more informed and empowered public, Manyi said.

    I don't like it when the government centralizes their power especially when it has to do with Media; it will result in the misinformation of us the Public and the abuse of power by government Officials.

    Centralising the advertising doesnt make sense at all, especially that we know government processes are cumbersome and slow. I'm totally against this move until government can improve their service processing ability. Additionally, State Information Technology Agency (SITA) was established to process centrally all government IT procurements. SITA is now the worst nightmare of all government departments. If you procure through them, lets say renewal of software licences, it can take you up to six months to have completed. A procurement that can take few weeks if you were to do it yourself as the department. Manyi has it all wrong.

    I agree that there should be control over the processes involved in the advertising of posts. Why should all jobs be advertised in The Star, Sowetan etc., when people can get CAXTON community newspapers for free? I do not believe that employment agencies are as wonderful at putting forward suitable candidates as they purport to be. If they like you, you will be put forward. Even if you have the right qualifications but the consultant didn't like you I reckon you have a snowball's chance in hell of getting a job.

    Why bother to advertise when the real intention is to deploy ANC Cadres to the positions. Centralizing all posts at the Presidents office, means that that at least our President can get first bite of the apple for his friends, family members and Party faithful.The ANC did not invent corruption they just perfected it.

    Does this apply to the Western Cape as well? Could Zille want to release an AD stating "WC rocks!" and the ANC block it? Could this be used to silence internal dissidence? Ad money can be used to raise or lower the profile of specific people within the ANC according to current favor. Could this money be used to block non-government approved articles from being published?
