Molewa dismisses Kruger corruption claims

2012-03-09 14:42

JOHANNESBURG March 9

Water and Environmental Affairs Minister Edna Molewa on Friday dismissed allegations of tender corruption and maladministration in the Kruger National Park.

Molewa's statement was prompted by 15 parliamentary questions from the Democratic Alliance, which alleged widespread corruption at the park.

She said the allegations appeared to come from a disgruntled former security manager at the park, Bheki Mystic Nsibande.

Nsibande was dismissed in June last year, for circumventing supply chain management policy and awarding contracts to companies in which his younger brother and a friend were directors.

Molewa said that companies which won contracts from Nsibande had never traded with the Kruger National Park before Nsibande's appointment in 2008.

He awarded contracts below R500,000, as above this threshold, National Treasury regulations would have compelled a full tender process.

In total, the contracts amounted to R4.76 million, said Molewa.

He was also found guilty of unauthorised use of a park vehicle and speeding.

Nsibande appealed the dismissal but his appeal was unsuccessful.

This was despite allegedly lobbying SA National Parks' (SANParks) CEO David Mabunda from an untraceable email address, telling him to set aside the disciplinary results to avoid media exposure on tender irregularities and maladministration in SANParks, said Molewa.

Nsibande's case was awaiting a trial date in the Labour Court.

Nsibande began "what can only be called a dirty tricks campaign", Molewa said.

He allegedly delivered a dossier of evidence of tender corruption to the Auditor-General, the Public Protector, and City Press newspaper.

The AG extended the scope of SANParks' annual audit to include the allegations.

Results, as reflected in the SANParks annual audit report for 2011/12, did not find evidence of fraud, irregularities or non-compliance with supply chain management policy, Molewa said.

However, the AG found administrative gaps which needed to be strengthened, which SANParks has noted.

The Public Protector has not yet concluded her investigation.

In addition, the SANParks Board has instituted a forensic investigation into the alleged unethical relationships between officials and certain service providers, said Molewa. Accounting firm SizweNtsalubaGobodo was appointed to conduct the investigation and its report was completed in December.

It exonerated officials who were accused of corrupt relationships.

The audit and risk committees would recommend the adoption of the firm's forensic findings at the next meeting of the SANParks' board.

"In January 2012, I was alerted to the existence of a vitriolic and scathing Facebook profile by one "Knp Mabundana/ Kelogs Mabundana/Kelogs Mabundanai/Kelogs Mabundy" which was and still is spewing bile and launching scathing attacks on SANParks and its officials for corruption and maladministration, under the cover of aliases," Molewa said.

She said the person behind the page referred to SANParks officials as "corrupt baboons and hyenas who have no morals".

SANParks is seeking relief from the smear campaign in court, she said.

"The smear campaign is not just causing reputational damage to SANParks and its officials, it is also sowing public distrust in the institution, affecting its relations with financiers and donors and instilling disobedience among staff," said Molewa.

Am so disapointed by my fellow black ppl and corruption...whats wrong with us?

      Philemon - 2012-03-09 15:31

You are not black. You are a white troll!

      Kala - 2012-03-09 15:33

I wouldn't worry about it too much Rofras. It's a small percentage of people involved and not indicative of people in general whether black, white or Indian. It's less than 1% of South Africans dragging the rest of us through the proverbial mud.

      Koos - 2012-03-09 15:41

Out of experience I can boldly tell you that you are WRONG Kala. Corruption is the rule NOT the exception and the one who points it out is the one in trouble. Have seen this 100 times. Oh the things I could tell you and the things I can show you but alas this is our legacy, this is the culture and it won't change.

      Kala - 2012-03-09 15:45

Koos - I am referring to the number of people in government as a percentage of the number of citizens in the country. As you say though, within the Government departments it is a huge problem

      Dirk - 2012-03-09 16:33

Rofras- You were caught out, If you are who you say, you would not have been disappointed- you would have participated. An Philemon knows that very well.

Well, at least she doesn't evade questioning like Cele and the sort. It will be a sad day if corruption became part of this institution.

      Garth - 2012-03-10 06:52

Wake up Philip! SANParks is a government department in the clutches of the useless, worthless, thieving, racist anc ineptocracy. OF COURSE IT IS RIFE WITH CORRUPTION! Who do you think is killing all the rhinos? Mozambicans and Zimbabweans? No, it is the oxygen thieves working for SANParks! Who else has the necessary contacts?

  • Dennis - 2012-03-09 15:30

O M G Edna, where have you been hiding for the past 18 years !! CORRUPTION IS A WAY OF LIFE FOR THE CORRUPT ANC !!!

  • Kala - 2012-03-09 15:31

Is SANPARKS a Government department? Yes. Then it is corrupt and rife with maladministration. I also happen to know that KZN Wildlife is just as bad.

  • Den - 2012-03-09 15:46

we cant vote them out, with so many sheep following them blindly

  • tom.vorster - 2012-03-09 15:50

Considering it was SANParks officials who were caught poaching; considering it is SANParks officials who race between Kruger Gate and Skukuza 24/7; considering it is SANParks officials who refuse to be stopped by gate security; considering its SANParks officials who lol around the public areas in a state of inhebriation chasing paying guests off; considering its SANParks officials who ask "what's in it for ME" when one attempts to do business with the Park. SANParks officials and their arrogance only have themselves to blame for any smear campaign. SINCERE APOLOGIES TO THE MANY COMMITTED AND DEDICATED SANPARKS OFFICIALS WHO SADLY HAVE BEEN TARRED WITH THE SAME BRUSH AS THEIR POLITICALLY CONNECTED COLLEAGUES.

      Garth - 2012-03-10 06:56

`SINCERE APOLOGIES TO THE MANY COMMITTED . . . SAME BRUSH AS THEIR POLITICALLY CONNECTED COLLEAGUES.' Stuff them too! If they had backbones and compassion for the wildlife in their care, they would not turn blind eyes to the anc corruption just to save their positions. THOSE POSITIONS WILL BE NULL AND VOID ONCE WE HAVE NO WILDLIFE TO PROTECT! MORONS! Get out there and expose the anc terrorists!

This article is a great example of the misuse of the power of words. The first statement refers to the dismissal of the allegation of corruption. At first sight that looks like a fairly clear claim that there was no tender coruption. The balance of the article describes corrupt activities. Doublespeak or journalistic license?
