Motorist fined R300 for jutting elbow

Bloemfontein - A University of the Free State lecturer has
been fined R300 for resting his elbow on the windowsill of his bakkie while
driving on the N1 highway near Bloemfontein.
Volksblad reported on Thursday that Antonie Pool, 33, was
pulled over on a blazing hot day and fined for having his arm out of the open
window the vehicle, which was not air-conditioned.
Pool said two officers inspected his bakkie for faults, but
found nothing wrong.
"After their inspection yielded nothing, one of the
officers said he was going to fine me for having my arm out of the car.
"I tried to explain that it was hot and I had no air-conditioning,
but he didn’t want to know," said Pool.
"His colleague asked him if he was really going to write
the ticket."
A spokesperson for the transport department told Volksblad
that the officers had acted within the law, as the Road Traffic Act of 1996 states
that no body part of a driver or passenger may protrude from a vehicle.
