Murder rates highest in rural areas

2011-01-19 19:14

Cape Town - Nine of the ten municipalities with the highest murder rates in South Africa are in rural areas, and five of them in KwaZulu-Natal, the SA Institute for Race Relations said on Wednesday.

Topping the murder list was the Cacadu district municipality of the Eastern Cape, which covers an area that includes Humansdorp, Willowmore, Graaff-Reinet and Grahamstown.

The institute said these figures had been compiled for its annual South Africa Survey, to be published next week.

"A person in South Africa has the highest likelihood of being... sexually assaulted in the Xhariep district of the Free State, violently robbed personally or at their business premises in the City of Johannesburg, and is most vulnerable to attack if they own a home in the Metsweding district of Gauteng," it said.

The survey compared the 46 district municipalities and six metropolitan municipalities using four serious crime categories - murder, aggravated robbery, sexual offences, and drug-related crime - and two sub-categories - robberies at business and residential premises.

Of the 10 district municipalities with the highest murder rates, nine were in rural areas.

Three of those were in the Eastern Cape, one in the Free State, and five in KwaZulu-Natal.

Lowest murder rate

Ekurhuleni had the lowest murder rate when compared to other metros.

The Cacadu and Xhariep districts had the first and second highest rates of murder respectively and exchanged places for the top two positions when it came to sexual offences.

Municipalities with the six highest rates of drug-related crime were all in the Western Cape.

The City of Johannesburg had the highest rates of aggravated and business robberies, and the second highest rate of residential robbery after Metsweding.

All six metros were in the list of the ten worst rates of aggravated robbery.

Rural municipalities that made it into the top ten for robberies were Ilembe (KwaZulu-Natal) under aggravated and residential robbery; Motheo (Free State); Bojanala Platinum (North West); Xhariep under business robbery; and Bojanala, Ilembe and Uthungulu (KwaZulu-Natal), and Ehlanzeni (Mpumalanga), under residential robbery.

The institute said it used raw figures from the SA Police Force and population figures from the SA Local Government Association to calculate the municipalities’ crime rates per 100 000 people.

"The list of the ten areas with the highest rates of sexual offences was characterised by an equal mix of urban and rural areas," it said.

"The Alfred Nzo and OR Tambo districts of the Eastern Cape are among the ten districts with the lowest incidence of sexual offences," it said.

This was even though the areas were "rife" with child abduction and child rape, owing to the perversion of the traditional custom of ukuthwala or forced marriage.

In general, violence against people was more prevalent in rural areas, while offenders in urban areas seemed more preoccupied with "the violent appropriation of material possessions".

How on earth can Humansdorp, Grahamstown, Graaf Reneit and Willowmore be in the same municipal district?

This is sad news indeed. The paradox is that, with the law having been altered in the way it has, if you take action to defend yourself (i.e., shoot the perpetrator) you will probably be regarded as a greater criminal than the original violator. Is South Africa going forwards or backwards? (At least, I suppose, we're in the news...)

  • foitapoilet - 2011-01-21 07:36

Demographically, this proves the point where lies the least civilisation in our 'New" South Africa. When the president of the country sings "Umshini Wam" to the crowds, It reminds us that its a cultural thing. Just kill when you want and there is no law or police effective enough to prevent this, especially in the rural areas that still live in the dark ages.. Vote ANC and it will continue......

  • SumDumBum - 2011-01-21 14:45

Phew, what a relief! Living in Jo'burg now means I'll only get shot, stabbed, tazered, mugged or beaten up, but not killed! Thanks JZ and co!

  • Waine Jonathan - 2011-01-22 01:18

What an indictment on the people of our beloved country? Such a low regard for human life.

  • Hugh - 2011-01-22 08:13

If they did their homework as it is assumed. Then the politically incorrect is not being mentioned. In most of these areas that we know are predominantly black and poor. Using the same demographic of persons per 100,000. How many attacks were on white farmers and homes. I ask because crimes like robbery and assult is supposed to be a socioecconomic problem. The poor most certainly would be least likely to rob or bugularise a poor man.

Nice to see that Cape Town and Pretoria are not mentioned in this survey.Maybe because of the use of all these Bantu Language names they now have in South Africa for cities and municipalities instead of their original English or Afrikans language names my goodness how things have change since I left SA in the mid 1980's.Has to be the best two places to live in South Africa I guess especially near that new GreenPoint Stadium in Cape Town.Voting for one party instead off voting for the other won't change people perception in South Africa ie your criminals with this inborn natural instinct they have to kill people for what you have and what they want.Your ANC government keeps "throwing the book" back in our faces by blaming everything murderous and criminal in your country on your wretched past of "The Apartheid's Legacy" to try and patch over the seriousness of the cracks that is in their government, it's policies for tackling these major issues and their way of ruling or destroying I should say,the country.See saying blaming it on Apartheid don't fly anymore as even more and more tourist-who by the way most of whom has nothing to do with Apartheid and what it has done are now being drag into this rotten, barbaric quagmire of indecent behaviour towards civilized people aswell.Everywhere you look in the media over here in England their is a story on how bad South Africa's crime is and your government laughing at it by always saying"ag you know the media like to sensationalised stories"or some other K@K shows you how sadistic the government has become. The ANC or the current ruling party government refuses to acknowlegde that they have failed their citizens miserably on crime and the fact that it's not in their manifesto to do something about it quickly enough so why bother they'd argue. They more concern about nationalization of the mines, thowing massive birthday parties with parading half dressed female models, infighting about quota K@K or black representation on all levels in life then putting more of a police presence everywhere on South African crime hotspots
