Johannesburg - Correctional Services Minister Sibusiso Ndebele has called on the youth in jail to use the time behind bars to develop themselves.

"As government, we have limited resources for numerous competing societal needs. How are you using your time and resources provided to improve your life and the communities you come from?" he said in a speech on Friday.

Ndebele was speaking at the official opening of a school for offenders at the Tswelopele Correctional Centre in Kimberley.

He said the youth currently made up one third of the country’s offender population.

Of the 150 608 inmates, 45 842 were aged 25 or below.

Of these, 25% had been sentenced.

Ndebele said as of 1 April 2013, education in correctional centres was compulsory.

The school opening was part of the department's youth month celebrations.

"What sort of country do our youth offenders wish to inherit if they choose to remain unchanged? What role are you going to play to discourage others from getting involved in crime?" Ndebele asked.
