Johannesburg - North West Premier Thandi Modise is expected to come under fire this week when she faces the provincial legislature over her purchase of a R1.3m BMW.

According to the Sunday Times, two former ANC MECs that Modise fired in 2012 are leading the charge. This comes after the car was bought despite Finance Minister Pravin Gordhan’s announcement in October that ministers, premiers, MECs and mayors had to limit official cars to a BMW 5-series that sells for about R720 000.

According to Saturday’s Beeld newspaper, this was the second car Modise bought in three years. She apparently purchased a new vehicle in February 2011 after the previous one, which she took over from her predecessor, was involved in a collision.

According to Modise’s spokesperson, Lesiba Kgwele, Modise did not decide on the model of car. He said the premier is not one for extravagance adding that “she would have been happy with a donkey cart or a bicycle if it satisfied the safety requirements”.

Meanwhile, Democratic Alliance North West leader Chris Hattingh said this latest extravagance came at a time when service delivery was under extreme pressure and when emergency drought relief measures were collapsing.

He also said officials were put under pressure to deliver the car in time for Modise’s birthday on 25 December.

In October Finance Minister Pravin Gordhan drew a line in the sand on state spending, announcing cuts to official perks and giving half of government departments not a cent more in his mid-term budget review.

In a last-minute agreement with cabinet, the state was to impose tighter guidelines on cars, accommodation and travel for all government leaders, from ministers to mayors.
