Pretoria - The Tshwane municipality and the Gauteng housing department spent more than R85m on a block of flats which is unfit for human occupation, the Pretoria News reported on Monday.

The city’s building control officers had reportedly declined to issue a certificate of occupation for the units, citing the poor quality and unfitness of the structure for human habitation.

The millions were paid for 104 units that were less than 50m² each. The newspaper report said the units were smaller than an average flat in the highly populated Sunnyside area in the city.

Calculations by the newspaper concluded that each of the controversial units was built at a cost price of R817 000, enough to buy a townhouse in Pretoria’s affluent suburbs.
