Durban - The final report on what caused the Tongaat Mall to collapse, killing 2 people, is expected to be completed by the first week of June.

Labour department spokesperson Nhlanhla Khumalo said that although the report by the department's occupational health and safety manager, Phumudzo Maphaha, would be completed then, it might not be made public.

“It still has to go to the minister and the director of public prosecutions,” he told News24.

Maphaha leads the commission that was tasked with investigating the partial collapse of the mall which killed two people and injured 29 on November 19 2013.

Khumalo said if a decision was made to prosecute anyone, the report’s public release could be delayed pending any judicial proceedings.

During the commission's sessions over the past year, it emerged that concrete in several places was below strength and the reinforcing steel from one beam was missing.

Durban businessperson Jay Singh, whose company Gralio Precast (Pty) Ltd was responsible for building the mall, has blamed design engineer Andre Ballack for the collapse.
