Johannesburg - An investigation was ordered into the construction of incomplete housing in Wallacedene, Cape Town, by Human Settlements Minister Connie September on Monday after visiting the area, the department said.

"Minister September will also write to the Western Cape Department of Human Settlements and the City of Cape Town metropolitan municipality," spokesperson Vusi Tshose said in a statement.

This was to get clarity on allegations made by community leaders, with the aim of rectifying the situation.

Community members alleged that a contractor had broken many housing regulations by building inferior homes and leaving many of them incomplete.

Follow the money

September said: "As the national department of human settlements we allocate money to provinces and municipalities to build houses for needy families.

"It’s for this very reason that we are required to follow our money through monitoring and oversight over provinces and municipalities.”

The role of the National Homebuilders Builders Regulatory Council (NHBRC) would also be examined, as such alleged practices by the contractor should not happen.

Tshose said the NHBRC would have to provide September with a report on Wallacedene or any other case it was involved in where contractors built sub-standard low cost houses.

September also welcomed the community reporting the matter to the office of the public protector for further investigation.

"The minister will gather all the necessary information on these allegations and pronounce on the matter soon," said Tshose.
