Johannesburg - The accusations of fraud levelled at Finance Minister Pravin Gordhan are worrying, outgoing Public Protector Thuli Madonsela said on News24's livestreamed Frontline discussion on Tuesday.

"Either we have a minister of finance who is a fraudster or there are shenanigans and either way we should be concerned," said Madonsela.

This was after the National Prosecuting Authority announced on Tuesday that Gordhan and former SA Revenue Service colleagues Ivan Pillay and Oupa Magashula have to be in court to face charges of fraud on November 2. This relates to an early retirement package for Pillay.

Meanwhile, Gordhan's office said he would not resign and will continue serving the country.

"The Minister wishes to assure the South African citizens that he will continue to serve the country and advance these objectives as long as called to do so by the president," a statement from his office said. 

Gordhan's colleagues said it was "most unfortunate that the Hawks have, once again, chosen to initiate legal proceedings at a moment that appears calculated to maximise the damage inflicted on the economic well-being of South Africans and essential processes of government".
