Pretoria - A real leader does not need a title to make a difference in the lives of people, Public Protector Thuli Madonsela said on Tuesday.

"A proper notion of leadership understands that leaders are not people with titles or with positions - leaders are people who influence change at whatever age they are," she said at Unisa's 2016 Youth Research Conference.

They could be two-year-olds in a pre-school, a grandperson, or someone like ANC stalwart Ahmed Kathrada.

"You are a leader not because you are in a position in your church or your organisation. You are a leader because you make things happen by influencing human behaviour and by influencing history." 

Two weeks ago, the Constitutional Court found President Jacob Zuma failed to uphold the Constitution when he did not comply with Madonsela's remedial action regarding payments for the non-security upgrades to his Nkandla homestead.

Several prominent ANC stalwarts, members of civil society, and opposition parties have called for Zuma to either resign or for the ANC to recall him.

Kathrada penned an open letter Zuma asking him to step down. 

"Dear comrade president, don't you think your continued stay as president will only serve to deepen the crisis of confidence in the government of the country?" he asked.

During her address on Tuesday, Madonsela made reference to the unanimous Constitutional Court judgment Chief Justice Mogoeng Mogoeng handed down. 

She said the court mentioned that Chapter 9 institutions, like the Public Protector, were intended to ensure accountability in the exercise of state power and control over state resources. 

"The Chief Justice even speaks about the law and these institutions being there to chop off the ugly head of impunity. 

"People are given this power [in the state] on the basis of trust, and they are supposed to do things based on that trust to the best of their ability."
