Former MP Vytjie Mentor says President Jacob Zuma has been running around like a "headless chicken because he doesn't want South Africa to see the extent to which he has been damaging the country".WATCH

Cape Town – Former Public Protector Thuli Madonsela used an inquiry process to investigate the influence of the Gupta family on the state. 

In the long awaited state capture report, which was released on Wednesday, Madonsela said she had tried to find out what had happened, what should have happened, and if there was a discrepancy between what happened and what should have happened.

In the event of maladministration, what would it take to remedy the wrongful acts, she asks in the report.

The inquiry focused on:

- Whether President Jacob Zuma improperly, and in violation of the Executive Ethics Code, allowed members of the Gupta family and his son, to be involved in the process of removal and appointment of the minister of finance in December 2015; 

- Whether Zuma improperly, and in violation of the Executive Ethics Code, allowed members of the Gupta family and his son, to engage or be involved in the process of removal and appointing of various members of Cabinet; 

- Whether Zuma improperly, and in violation of the Executive Ethics Code, allowed members of the Gupta family and his son, to be involved in the process of appointing members of the Board of Directors of state owned enterprises (SOEs).

Information was obtained through interviews, subpoenas, and she reviewed media articles on the allegations of undue influence being given to the Gupta family, as well as Zuma’s son, with regards to contracts awarded by SOEs.

These included Eskom, Transnet, Denel, South African Airways and the South African Broadcasting Corporation.

Some of the leaders who had been subpoenaed were ANCYL president Collen Maine, Sports Minister Fikile Mbalula, and a Gupta family security guard.

She also subpoenaed Vodacom, MTN and Cell C in the hunt for information.
