ANC dismisses Limpopo councillors' appeal

Johannesburg - The appeal by 22 Mogalakwena municipality councillors was dismissed by the ANC's national disciplinary committee (NDC), the party in Limpopo said on Thursday.

The NDC suspended the party membership of seven of the councillors for a year, the other 15 councillors for two years, the African National Congress said in a statement.

The councillors were found guilty on two counts of bringing the ANC into disrepute.

"In terms of the NDC finding, during the period of suspension, they are precluded from exercising any right in terms of the ANC constitution, are not able to participate in the affairs of the ANC in any manner, and are not eligible for appointment to any office in the organisation.

"In addition, these councillors cannot continue to represent the ANC in the Mogalakwena municipality," the NDC found.

The party said it had declared vacancies in the municipality and would facilitate the councillors' replacement.

Last month, the ANC in Limpopo announced that the municipality had been put under administration.

The decision was taken by the Limpopo executive council to place the Mogalakwena local municipality under section 139 1(b) of the Constitution.

This section states that when a municipality does not fulfil an executive obligation, the provincial executive may intervene by taking appropriate steps to correct the situation.

These steps include assuming responsibility for the relevant obligation in the municipality to maintain standards of a service or prevent the municipal council from taking unreasonable action prejudicial to another municipality or to the province.
