Cape Scopa summonses Fransman

Cape Town - ANC Western Cape leader Marius Fransman will be issued with a summons after failing to appear before the provincial standing committee on public accounts (Scopa), the committee's DA members said on Monday.

Democratic Alliance members of Scopa, Mark Wiley and Bokkie Geyer, said in a statement that Fransman was scheduled to appear before Scopa on Monday.

The meeting was to discuss an Auditor General's report on the use of consultants dating back to 2003. "The report identifies massive irregularities, gross mismanagement of public funds and scandalous governance in the previous ANC administration," Wiley and Geyer said.

The summons would also include former health MEC Pierre Uys, who is now the African National Congress Western Cape chief whip.

Uys said that the attempt to call politicians before Scopa was a "petty political decision".

Accounting officers, rather than politicians, were responsible for financial matters, Uys said in a statement.

"What a shameful attempt of obfuscation as part of the DA’s regular trademark of maladministration and the politics of deception is again playing out as DA lies, spin, smoke and mirrors."

Rather, Scopa was expected to come up with solutions to problems identified in the Auditor General's report.

"Therefore the ANC says the DA is under pressure and merely electioneering, employing cheap political tactics or grandstanding in an infantile manner, as a replacement for coming out to face the music in a responsible manner," Uys said.
