Cape Town - Cape Town’s most notorious gangster Mark Lifman was a VIP guest at President Jacob Zuma’s recent birthday rally at the Vygieskraal Stadium in Athlone.

According to the Sunday Times, Lifman – who was photographed with ANC provincial chairperson Marius Fransman – has been under investigation by various agencies for numerous crime-related issues.

A senior ANC leader in Cape Town said that Fransman’s association with the gangster could do serious damage to the party’s election campaign image. The ANC leader said that Lifman was notorious for his involvement in crime and questioned how he could be a VIP guest of the president.

Another ANC leader in the province slammed Fransman’s relationship with known gangsters. He said it was well known that Lifman gave the ANC money ahead of elections. “Why else would he be allowed so close to the president,” asked the ANC leader.

Fransman under spotlight

Fransman came under the spotlight earlier this month when he walked out of a Scopa hearing. Along with the Western Cape’s former health MEC Pierre Uys, the two were summoned to appear before Scopa to be questioned on the Auditor General’s report on the use of consultants. The report showed irregularities and mismanagement of public funds.

"They chose to walk out. It makes a mockery of the processes and acts of Parliament," Scopa chairperson Grant Haskin told Sapa.

He labelled the walk-out "disrespectful", saying it seemed as though they were not prepared for the hearing.

The two did not arrive at the previous hearing on 14 March.

Haskin said last week it was now up to Scopa's legal advisers to recommend to the legislature what action to take against them. Scopa resolved to pursue the case in the new term of office.
