Johannesburg - Numsa has distributed booklets containing cartoons depicting DA leader Helen Zille and Planning Minister Trevor Manuel agreeing about pro-business aspects of the National Development Plan (NDP), The Star reported on Thursday.

In the cartoon, Manuel and Zille appear to be enjoying glasses of wine while reading the NDP.

The National Union of Metalworkers of SA (Numsa) and Congress of SA Trade Unions (Cosatu) general secretary Zwelinzima Vavi have publicly criticised the plan.

In the cartoon, the Zille character said it appeared, from the NDP, that she and Manuel agreed that the state's role was to help business, rather than to produce goods and services.

Commenting on the cartoon, Zille dismissed it as "goofy speech bubbles".

The NDP was adopted at the African National Congress's Mangaung conference in December.

Numsa spokesperson Castro Ngobese said the booklets were to "educate members about the NDP".

"[The NDP] represents a departure from the Freedom Charter and is no different to [Democratic Alliance] policies."

Numsa general secretary Irvin Jim said earlier in the week the union saw this as a crisis, and that capitalists were "very happy" with the plan.
