Reopening restitution process good idea - ANC

Durban - The ANC says reopening the land claims process was a good idea.

According to the ANC’s National General Congress’s 2015 discussion documents on rural development and land reform, the Land Claims Commission has received a total of 55 973 claims since April 15, 2015.

President Jacob Zuma signed the Restitution of Land Rights Act in July 2014.

The process is aimed at compensating families who were forced to move from their homes under the apartheid government. The process has been reopened for a further five years for those who did not lodge claims prior to the cut-off date in 1998.

The ANC said the 55 973 figure represents 70% of the 79 696 claims lodged with the commission over a period of four years in the previous window.

“This confirms that reopening the restitution process was indeed the right thing to do,” states the party.

The government says it has had various interactions, especially with the Khoi and San people who were dispossessed of their land before 1913.

A national consultative workshop was held in Kimberly during 2013 and 2014 to discuss policy around the issue of exceptions, heritage sites and historical landmarks.  

The government said some of the challenges it faced included, among other things, conflicting and overlapping claims, community disputes and unscrupulous investors undermining inclusive community development initiatives and infrastructure backlogs in rural villages.

The party, in its election manifesto, promised to accelerate the remaining land claims submitted before the cut-off date of 1998 and to continue to look into the claims submitted in the reopened period.
