SA to get development agency - Davies

Johannesburg - Trade and Industry Minister Rob Davies announced on Saturday that a development agency would be established as a result of the co-operatives amendment bill.

The agency will be a body for both financial and non-financial support "tailor-made for co-operatives", he said.

"These will include administration of incentives, provision of training and improvement of working conditions in the co-operatives sector," said Davies.

He was addressing the International Co-operatives Day celebrations at the Mittah Seperepere Convention Centre in Kimberley.

He said the bill also provided for the setting up of a tribunal and an advisory council.

"The proposed institutions will then assist the government to reduce the mortality rate amongst co-operatives and ensure their sustainability," he said.

Davies said these will ensure that co-operatives take their rightful place and contribute effectively to the country's economy as they have the capacity to create jobs and eradicate poverty.

"We appeal to the private sector and government to seriously consider procuring goods and services from co-operatives and form a strong symbiotic relationship," he said.

International Labour Organisation director Vic van Vuuren said co-operatives currently provided employment to more than hundred million people worldwide.

    In theory this is a great idea as long as they don't fall into the trap of being plundered by their management. This is nothing nee, we've had them for over a hundred years. Problem is really one very big cookie jar and knowing our tendency to steal cookies could just result in another affirmative fiasco.

Yup, of which it will be plundered and corrupted the 1st 3years, then investigated, some big ANC wig suspended for atleast 2 years with full pay, then zoomer saying he will rat out corruption like always and bla bla bla, so the story goes on and we have seen it so many times.

    @Sizwe, your comment is quite valid in the light of what we have seen at too many other parastatals over the past several years. More fundametally though, this is yet another government agency that will be staffed by government-type employees saddled with the responsibility to lead, advise and train enterpreneurs. Most likely people who have never worked for thermselves ... Khula never managed to achieve anything close to what they could potentially do, for the same reason. Just compare their efforts to that of Business Partners. Furthermore, Khula is involved in yet another merger of similar government type agencies, leaving management and staff unsure, demotivated and unable to focus on the core function of the agency. When will government learn that you cannot guide, nurture and develop private sector initiaties with a government-type agency. Soft loans granted by these agencies mean that the private sector is unlikely to participate and another good idea dies a slow, expensive death.

      Will we ever get rid of trolls? - despite what you think, trying to masquerade as a black person, is not clever. It is obvious to most that you are not who you imply, Sizwe. Washing powder comes in easily identifiable packaging, and most of us don't want to buy your brand.

    There is no need to create a new organisation. Why not expand the IDC's mandate? The have been going strong for 50 years, they never ask for funds from government, they have a good reputation in the market and can raise funds cheaply.

    This is a very good idea. But the problem is the red tape that government continues to have will still slowen the processes of progress. If we can get rid of red tape, beauracracy and PFMA excuses this will be a sustainable enterprise. Lets consider first why other progressive iseas fail then embark on new ones.
