Johannesburg - It is a disgrace that over two million households in the country are without toilets, the Democratic Alliance said on Tuesday.

Spokesperson Steven Mokgalapa said the human settlements department admitted it would not be able to provide those toilets by December 2014.

"The minister... Tokyo Sexwale, has revealed that there are 2.278 million households in South Africa without toilets... This is an utter disgrace," he said in a statement.

Sexwale was responding to a DA parliamentary question on the department's target date to eradicate the basic sanitation services backlog.

The DA believed Sexwale's inability to provide the facilities was violating the affected citizens' right to dignity.

In response, Sexwale blamed poor management at municipalities and a lack of funds for not being able to meet the deadline.

Mokgalapa said the situation required drastic parliamentary intervention.

He called on Sexwale to "present a full report [to Parliament] on the progress and findings of the Winnie Madikizela-Mandela-led sanitation task team established in September 2011".

He said the minister had to outline the steps he would take to implement the task team's recommendations.
