Salga wants to set standards

Johannesburg - Devising energy-saving measures, helping municipalities take anti-corruption measures and strengthening the capacity of local government structures were among the resolutions adopted at the SA Local Government Association (Salga) assembly on Friday.
These were passed at the end of a meeting attended by more than 1 000 municipal representatives in the Bojanala district in North West to discuss service-delivery needs.
Delegates also committed Salga to developing a plan on the establishment of a single public service to harmonise human-resource systems, conditions of service and norms in the public service, said the organisation.
It also resolved to improve community participation and to finalise Salga's approach to the "provincialisation" of primary health care.
It also would provide guidance to municipalities on the implementation of the Municipal Property Rates Act.
