Service protests hit Cape hardest

2012-06-05 22:22

Johannesburg - The Western Cape was the most protest-afflicted province in 2012, an independent local government and data intelligence organisation said on Tuesday.

"The Free State takes second place while the North West and Eastern Cape follow narrowly in a joint third position," said Municipal IQ economist Karen Heese.

Protest activity in Gauteng had dropped.

"A policing solution to contain violence and destruction of property is certainly relevant, but it is important for local government, especially councillors, to acknowledge protests without justifying violence," she said.

Councillors had to be seen to be acting on the valid grievances of protesters.

Heese said the highest number of monthly protests ever recorded on its Hotspots Monitor was registered in May.

"Protests in May were as diverse as they were common. From demands for housing in Cape Town to a cluster of North West protests for tarred roads, the worrying theme was that they were violent and demonstrated high levels of frustration."

Protest action appeared to be the increasingly accepted way for communities to air grievances, she said.

"These assessments will highlight both successes and failures in the work of municipalities and in so doing, assist to improve local government delivery."

    Propaganda at its best.

      Jack - 2012-06-05 23:21

hmmmm lets wonder who's behind organising the protests and lets see which party run wards are protesting the most.

      Gary - 2012-06-05 23:35

That could be a pic from PE last week

      Sharon - 2012-06-06 00:25

Reminds me of the hoohaa regarding the open toilets. The people that caused the trouble was the ANCYL, they did not even live in the area! Obviously the ANC is trying to make good on their promise to make the Western Cape ungovernable.

      Steve - 2012-06-06 09:17

This is the cANCer trying it's best to create havoc in the only part of SA that they do not control.

      pushka.vladovic - 2012-06-06 09:58

Isn't it amazing that the "gullible" are protesting in the best run province of them all, no doubt stirred up by their anc masters. I have just spent 8 months in the Eastern Cape and these idiots protesting should move there and see what true mismanagement and lack of delivery looks like.

      NrGx - 2012-06-06 11:58

because news24 any any anc affiliation only sensationalize these!

  • Adil Smit - 2012-06-05 22:54

    Really?

  • tom.vorster - 2012-06-05 23:15

I see the very violent protests in Barberton today (where apparently someone was killed) still has not been mentioned on the site.

  • johanttblom - 2012-06-05 23:32

News24 is owned by Naspers who was affiliated with the broederbond . The broederbond is closely tied with the ANC these days . News24 agenda shouldnt surpise. Only the colour of the leaders in the Union buildings has changed in the new South Africa ;)

      Albert - 2012-06-05 23:42

So true, 90% or even the full 100% are also part of the free masons/ illuminati. These bastards will kill anybody for power and riches

      Rodney - 2012-06-06 00:00

Albert, you have no real idea of the masons good work, that much is obvious in your comment. As for the Illuminati, they were a very small and fairly insignificant group of people who wanted to run the world their way. History tells us they were disbanded within years of their conception, there is no proof whatsoever of their existence today, other than the "proof" given by conspiracy theorists. The freemasons do have a few silly traditions, but they are by no means evil, controlling, dangerous, influential or devious. Every single member is known in every part of the world, this information is freely available to anyone who asks. Members come from every walk of life, from royalty, the law, justice, police forces, right down to plumbers, miners and boiler repairers. please don't try to make out all these men are willing to kill for power and/or riches. your comment is extremely naive, offensive and totally wrong. Before mouthing off in the wrong direction, try to research first, you don't look so stupid if you do. And no, I am not a member of the Freemasons.

      Barefoot - 2012-06-06 01:54

@Rodney thank you, really tired of people who only see one YouTube video of conspiracy theories and take it in as uge truth without bothering to research.\r\n@Johan get off it just because the article does not show the party you support in a good light doesn't mean you have to bash it, rather accept it own up to mistakes act grown up, from what you are saying you cannot by any standards be differentiated from uge ANC.

      Greg - 2012-06-06 08:28

What about the Rothschild and Bilderbranders they drive the current day secret organisation that does the same work as the Illuminati. Catch awake up and do your research.

      Azande - 2012-06-06 08:47

You are all playing double standards. Why do you slectively believe news24 report? If the report was saying EC is the top, you would jump for the throat of the ANC..... Sick "one bands".

  • grant.hide - 2012-06-05 23:43

Not only that, Da made no promise to give away free houses, they must go to the province run by the people who promised that.

      stanton.clarke - 2012-06-06 02:31

      Exactly!

      ratsaka.eugene - 2012-06-06 05:28

what did the DA promise the poor people? Because I no longer read manifestos, I might as well read my old grade 2 Mahlontebe than read them.. But what did the DA promise its poor people? Nothing? Then the ANC will rule for more decades to come if the DA is not promising better life for its sheep

      Junebugg - 2012-06-06 09:26

Thandaza....Well said, some white people are really letting Helen Zille down..They are the reason why the DA is not successful. I am sure she would be ashamed to see comments from her party supporters in this forum.

      Junebugg - 2012-06-06 13:10

Thanda's post removed because she was speaking the truth about DA Supporters?

      Tax - 2012-06-06 13:12

I promise poor people the right to stop breeding and find a job.

  • Vince.York - 2012-06-05 23:49

Mantashe and the gang of new zuma anc criminals in the ruling racist regime stated quite clearly over past years that they were orchestrating a diabolical onslaught to undermine the efficiency of the opposition in the Western cape and have no feelings nor conscience in doing whatever it takes to destroy it. TRAGIC, and that arrogant cabal all need be arrested and incarcerated for the insurrection within our nation.

  • weekspotshots - 2012-06-06 02:25

Who's worse? Anc or DA supporters? Both make it very clear that they'll do whatever it takes to bring the other party down. And as for news24, you are a loyal servent of the public, suggesting propoganda on your behalf is just silly. these protests are facts, accept them. Most people here, accept opinion as fact, that's just stupid.

      TSR01 - 2012-06-06 09:31

"[...] an independent local government and data intelligence organisation said on Tuesday." - who? Local Government is the ANC (eg. South Africa = Local), so who cooked up these figures, because it smells like burnt scraps. Mud-slinging ANC wants to send their people from Gauteng / Limpopo / Eastern Cape to the Western Cape to stir up mischief, riot, protest, and demand the things that the ANC promised them? Really, its funny for you to try take the middle-ground by admonishing both DA and ANC supporters, when the "report" (sorry, "FACTS", are you put them) is in question - where is the source? Who is the source? Who funded that source? Where did they acquire the alleged figures?

      nettie.potgieter.5 - 2012-06-06 19:25

You mis the big picture here. N24 give us news and we debate on it so times rude but alway honest. Even if we like it or not!

  • dennis.vermaak.5 - 2012-06-06 05:12

You know when an article starts with "independent local government and data intelligence organisation" the remainder of the article is going to be utter crap !!!

  • Ted - 2012-06-06 06:21

If there were services, not even Jesus would convince a crowd of six people to take to the streets. Am sure when these people juxtapose their conditions with what they see in the city, it makes their blood to boil. The unfortunate thing is of the self-proclaimed DA party supporters here who do not even carry a DA membership card. They think they talk on behalf of that organisation and want the DA to be an all-white party instead of a national one. I don't think some commentators are even old enough to carry party cards. If there was anything wrong with the report, the DA would respond properly. The first rule of leadership is to acknowledge responsibility for all the mess under your watch and the DA knows that well.

      Precious Sipuka - 2012-06-06 06:24

thank u Ted for showing some sanity here

      Whitemist Blackmist - 2012-06-06 07:45

well said Ted, services are a basic human right, and not a privilege for some selfish bigots, because that is what apartheid was.. i hope the DA make the right decisions to improve all areas, before they lose any credibility with all the voters..we need everyone, and to govern this country we should show our leadership at provincial level..

      paulmandlankosi - 2012-06-06 08:13

Where do you come from Ted, you seem to be the only one with remaining brain cells

      pws69 - 2012-06-06 08:17

      Exactly right!

      Gcwabe.KaMavovo - 2012-06-06 08:50

@pws69 You can't be in agreement with what Ted has said, and yet in your other posts you are going on about the opposite. Are you misconstruing his words? You are one of these self-proclaimed party supporters that he is talking about. You've been trying to convince all and sundry on this comments section that these poor people have nothing to complain about and that it's all the ANC's and COSATU's doing. You have repeatedly pointed out that the Western Cape municipalities have the best service delivery, which in your narrow-mind suggests that it's all roses for everybody. In no way have you tried to acknowledge that maybe these people's concerns are valid.

      pws69 - 2012-06-06 09:06

@Gcwabe-KaMavovo, They are not mutually exclusive. Are there service delivery protests, that are justified, in the WC. Without doubt yes, as in any other province. Is there is lack of service delivery issues in WC that justify the MOST protests? No. A simple comparison to Limpopo or MP answers that question succinctly. A deeper analysis of specific service delivery protests is illuminating. toilet saga: the ANCYL leader in the area was a PAID community consultant, who AGREED to the plan, and then arranged the protests. Was the protest justifed? No. It was ENGINEERED by the ANC Youth league. The recent school protest? For THREE YEARS the DA had been trying to get the national government to release the land, and said ANC controlled government department did not even reply to the requests. All of a sudden, a service delivery protest, organisedby the ANC, just before by-elections. Justifed Service Delivery protest? NO. Engineered by the ANC. The devil is in the detail.

  • Precious Sipuka - 2012-06-06 06:23

the fact of the matter is people are fed up, frustrated and want decent living conditions whether in limpopo or western cape. you are all not addressing the issue but bringing ur prejudice and issues here. neither the ANC or DA are perfect and thats the truth. i have seen how ppl in hout bay live like sardines and on the other hand like kings, same for sandton and alexandra. wake up people ur issues are really irritating now nxa

      G√ľnter - 2012-06-06 11:43

Sorry to tell you, almost all large cities and countries are build by millions of poor and a few rich, nothing special there for South Africa. Only thing that still stands out is the perception that rich equals white.... a myth that has little to do with reality of super rich black BEE winners who accumulated wealth in less then 10 years that would usually take 5 generations of hard working and even a bit lucky families to achieve. That money made by few is the money not shared with many. If you want to get out of poverty there is only one way: Study hard then work even harder and tell your son and his sons to do the same and then they will have a chance. Change takes generations not a few years. Sorry i had to be the one to tell you the facts of life....

i as a black man that goes into these townships regulary knows what the real story is , the damage tar road ,robots, clinics which in my books is srevice delivered. the thing that they suppose to fight for is free electricity well people first and foremost if you occupy private land how can the city provide these service . drive through these townships and see see how many informal car washes the are that is waisting water so please next time the red phone from Lethuli house ring to give you instructions to go burn thing please tell them where to get off.everytime you burn a clinic or a municipal office money needs taken from another project to replace it .please use your brain for reasoning rather than keeping your ears appart

      Fanie - 2012-06-06 07:50

      Thank you Raymond

      Whitemist Blackmist - 2012-06-06 08:03

Your identity means nothing here..its whats between your ears. I run an electrification business and we are practically in townships most of the time...the roads are rubbish, I've never seen anyone dig those up, robots are not replaced timely as in the city or suburbs.. small clinics that are understaffed to service a large community, people queue the whole day...with such there will be service protests

      Khutso Rele Mokgosi - 2012-06-06 08:45

raymond i think before you comment you should actually live in the townships and not just pass by. im utterly shocked that a black man would say such words. i was born in the townships. service delivery is poor. every month households are charged for cleaning yet when you walk around there is litter everywhere. municipal dustbins have not been emptied since they were put there. the roads are full of pot holes yet all they do is erect more speed humps. alot of robots arent working. i do agree that its silly of them to burn infrastructure but its their last plea of desperation. and with regards to car washes. would you prefer that they come steal at your fancy house in the suburbs? they just trying to make a living. just like every south african citizen. and they also get billed for the water they use. you should be ashamed of yourself uttering such words as a BLACK man!

  • Andile - 2012-06-06 06:49

      pws69 - 2012-06-06 08:21

The fact is that the DA run WC has consistently won awards for the HIGHEST service delivery in the country. The Da run Midvaal municipality won an award just a few weeks ago. The article talks about service delivery PROTESTS, not a lack of service delivery. We could assume it is because of a lack of delivery, but for the fact that the various alliance partners all said the same thing:- WE WILL MAKE THE WC UNGOVERNABLE.

  • gembleton1 - 2012-06-06 07:51

Well said Raymond.kok3 I could have not said it better unfortunately nothing is for free it has to be paid for at some time. no one gave me a house and free electricity even in the apartheid years, I worked hard for everything I have, sometimes 3 jobs to pay my bills, I did not get anything for free not then and not now, get off your A$*es and work and pay for your service delivery like everyone else

      Whitemist Blackmist - 2012-06-06 08:10

apartheid ensured that white people had all the best opportunities..shutting out everyone else...why are we so self righteous.. better salaries, job preservation, better funding of schools all at the expense of the people we still call lazy.. our ancestors got Free Land which we can leverage as security to advance us economically, whilst blacks where not allowed to own land, that they have to buy from us at crazy prices... I cant reverse time but i can change my attitude..

The difference is that in the eyes of some DA supporters on this site, any protest action in the Western Cape is uncalled for and it's been mobilised by the ANC. I'm not an ANC voter, but this denialist attitude by some DA voters is disgusting. Wake up people. People all over the country are poor and they must be heard, including the Western cape. The attitude that many people on this site have towards the poor is regrettable.

      pws69 - 2012-06-06 08:23

Did the ANC, ANCYL, and COSATU, on different occasions say:- WE WILL MAKE THE WC UNGOVERNABLE. A yes or no answer will suffice.

  • pws69 - 2012-06-06 08:13

We will make the Western Cape ungovernable - ANC, ANCYL, COSATU.

"at 89.5%, the City of Cape Town delivers the best service.. of a Metro" GP and Western Cape take top two rungs (83,1% and 82,6% respectively) for service delivery. http://www.empowerdex.co.za/Portals/5/docs/Press%20releases/citydex_report.pdf Best education: WC So, actually, they are practicing what they preach. ANC Alliance: We will make the WC ungovernable. mmm.

      Azande - 2012-06-06 08:55

@pw69, do you know that education is not the only need for the poor? do you know that people need shelter and DA is failing to eradicate squatter camps, crossroad, langa, khayelitsha etc, and DA lagging behind in providing decent houses for the people? Denial is the worst enemy of prosperity.

      pws69 - 2012-06-06 09:13

@Azande, Do you know that the DA build FIVE TIMES more RDP houses in the first two years of governing CT, than the ANC did in the previous FIVE YEARS? Do you know that the DA run Midvaal municipality created more jobs than any other municipality in GP because of their policies? Do you know that during the ecomonic downturn over the last two years that the WC is the ONLY province to have positive employment growth? Do you know that the DA run WC recently won the Govan Mbeki housing award for the best priority housing in the COUNTRY? Doo you know that when I post I ALWAYS have my facts in order to back up what I say? Do you know it is bad for your health to listen to the lies of the ANC, the ANCYL, and COSATU and believe them, even when the TRUTH is in front of your eyes, and you choose to ignore it.

  • pws69 - 2012-06-06 08:30

Not only did the DA rescue the N2 Gateway project, which was mired in corruption and building faults, but they just won the Govan Mbeki Housing Award for best priority housing project in South Africa.

      Azande - 2012-06-06 08:58

I think you just like DA are unaware of what are the priorities in the mind of a poor person. I'm not surprised, you are white and DA is as well.

      pws69 - 2012-06-06 09:15

So, housing, which is it the base of Mazlows hierarchy of needs, is not important? So, oh wise one, then what IS important? Tenderpreneurship, KFC, Johnny Walker Blue, BMWs and Blue light brigades?

And here is another one for all of you... not all bits of the Western Cape are ruled by the DA , some are ruled by the ANC.. so what i would like to see from the little piece of paper on protests for service delivery is which ANC led municipalities / wards are having protests... show me that then comment...

  • nettie.potgieter.5 - 2012-06-06 17:51

Everybody in SA know that the resone is that the ANC is behind the protests in WC. They said that the will make the WC ungovernable and the only way the ANC know is with intimidation and violence.
