Cape Town - DA leader and Western Cape Premier Helen Zille arrived at Parliament on Thursday in an off-the-shoulder, flowing blue dress and declared 2011 a blue year in reference to her party's colours.

"This is an electoral year, so I decided to go for an electric blue dress," said Zille, reportedly wearing a creation by little-known fashion house De Villiers Couture.

"I loved the dress he made last year so I asked him to do it again this year," she said.

Responding to questions, Zille said South Africa was a much better place now than it was in 1994.

"It could have been much better, but it has improved a great deal and we are determined in the Democratic Alliance to make it better."

"This will be a blue year," she said as she turned around and headed into the building.
