Johannesburg - The ANC wants to renew itself by focusing on cadre training and on improving its image, sub-committee member and Gauteng secretary David Makhura said on Thursday.

"Going forward, we can't have the ANC ducking and diving, that's the clear message from this policy conference," he told reporters at a briefing on the sidelines of the ANC's policy conference in Midrand.

The party plans a decade-long focus on improving the quality of its cadres - or members.

This would involve training, eradicating illiteracy, improving skills and competency, and renewing integrity.

"For us to succeed in all the challenges we face, we need to train our cadres in a way we haven't in the last 18 years," Makhura said.

"The next decade is the decade of a cadre." Cadres would undergo compulsory political training through schools set up in all provinces.

"We are creating a new type of ANC member," he said.

The party wanted to use veterans to help educate its members, not only on the history of the party but on the character of an ANC member.

The policy discussion document on organisational renewal was headed by national executive member Fikile Mbalula.

In discussing the core values, Makhura said those ANC members facing serious allegations should step aside, and that disciplinary processes should be sped up.

The commissions have agreed to reduce the number of national executive committee members from 80 to 60. At the national conference in Polokwane in 2007, delegates voted to increase the NEC from 60 to 80 to make it more representative.

People applying to be members of the ANC must undergo a six-month probation period during which they must receive political training and get involved in community service.

"We want the orientation of ANC members to be about solving problems where they live...

"To join the ANC is not an opportunity to become some famous person or worst of all to get a tender, it's about service," Makhura said.

The ANC wants funding of political parties to be regulated, in line with calls from Institute for Democracy in South Africa (Idasa).

Makhura said this did not mean the ANC could not have economic interests, but that there should be no conflict of interest.

There was total agreement on a number of the proposals but there was no agreement on others, he said.

These would be discussed during the run-up to the ANC's elective conference in December where they would be adopted.

    I do not know why all the young white people do not join the ANCYL and Rich white Males join the ANC in droves....or do you have to have a dark skin to be in the ANC Cadre group? This would make meaning to the term Trojan Horse, where it would be difficult for the ANCYL and the ANC to keep picking on whites as if they were root of evil in SA!

      I supported the ANC during Mandela's term and Mbeki's. I really thought they were on a good trajectory, despite Mbeki's inexcusable AIDS denialism. But I dropped my support when Zuma became president. I never voted for the ANC since I was too young, I now vote DA.

    The old ANC is gone. It left with Mbeki. The Zuma Anc floated in by Malema and his poor morality. Zuma was a "political" solution. With corruption charges politically brushed aside, rape charges conveniently set aside and friends like Tony Yengeni, Shabir Shaik, Bheki Cele, Richard Mdluli - need I go on... the Zuma ANC is morally bankrupt, It was supported by an imoral Youth league, and now by a largely uneducated poor mass of people. If the ANC had to genuinely get a different type of member, it would fail, because those members would be educated people of high moral integrity, and would not accept the ANC for what it is today. The ANC of today is a facist regime hell bent on self enrichment at ANY and ALL costs. They still blame apartheid and white folk for all the ills - this after THREE ANC presidents and 18 years = this being the length of time to create a new generation of voters = How about being intospective and admiting that not only Zuma, but his party and their members have failed the country, and simply give it up!!

    The ANC must have alot of time and money to waste. Political schools. Are you serious. Fix the public school system and you would be able to recruit the best possible people for your organisation instead of trying to re-educate functionally illiterate high school graduates. Or maybe if they are ignorant and hungry then the party is seen as the saviour and a recruit would be able to major in tenderpreneurship with possible future deployment in Public Works. Eish I must not forget to renew my membership or I will miss my turn on the GAUTRAIN.

Without doubt this is a fact. Why must the born free generations suffer still when the country was well run and all the ANC's had to do for the first ten years of their dictatorship was to enforce mentoring from the previous dictatorships deployed cadre's. The question is "will the current crop of born free's wait until 2024 before they can share in the countries wealth?

    The ANC has not become a normal political party after all these years. They are still a "struggle" party, or can it be better explained by the word "struggling part"? The ANC is still fighting a war. What will their reaction be if all the "old" SA Defence Force members are commandeered to train the whites to do the same? The ANC needs to get realistic and face their shortcomings in a practical way. Syart to emply employable people with qualifications, discipline officials in stead of protecting them, and most importantly, start delivering instead of talking and changing place names that only cause the citizens becoming lost in their own country!

    Ibelieve it is the right direction. Factually some of the young cadre's have not even seen a ANC Constitution. How do you function as a member if you don't even know the principles of your own organization?
