The decision by mobile operator MTN to take legal action on the regulator's announcement of Mobile Termination Rates (MTRs) is a poor reflection on the industry. Watch. WATCH

Cape Town - The South African telecom regulator's policy on Mobile Termination Rates (MTRs) has caused controversy in the industry as MTN weighs a court challenge.

Icasa, or the Independent Communications Authority of South Africa, specified recently that rate that smaller mobile operators like Cell C and Telkom Mobile pay bigger operators has to be reduced.

However, Vodacom and MTN have to pay the smaller operators more for calls that terminate on those networks.

MTRs can make up a significant percentage of the costs of running a mobile network and the infographic from Vodacom below illustrates how the process works.
