EU reforms are a must, Britain's Osborne tells Berlin

Berlin - British Chancellor George Osborne leveraged his country's strong economic partnership with Germany on Tuesday to call for drastic changes to Britain's membership of the European Union (EU).

"We want Britain to remain in a reformed European Union," the finance minister told a group of approximately 1 200 German industry bosses at an event in Berlin.

"But it needs to be a European Union that works better for all the citizens of Europe - and works better for Britain too," he said.

Prime Minister David Cameron has promised to renegotiate the terms of Britain's EU membership before holding an in-out referendum by the end of 2017, and Germany plays a key role in those negotiations as the bloc's largest economy.

In order to create a more competitive Europe, Osborne called for a stronger role for national parliaments and an improved relationship between non-euro countries, such as Britain, and members of the monetary union.

According to Osborne, the existing legal framework does not support that relationship. Countries that have not adopted the euro as their currency should not be discriminated against, he added.

"There will be cases where non-euro members want to participate in developments like the banking union," Osborne said. "But that participation must be voluntary, and never compulsory."
