NZ quake bill to approach $24bn

Wellington - The total cost of the Christchurch earthquakes is set to reach about $24.5bn, much higher than previous estimates, New Zealand's central bank chief said on Friday.

Officials have previously put the bill from the quakes that have rocked New Zealand's second city over the past 18 months, including a 6.3-magnitude tremor last February that killed 181 people, at $16.5bn.

But Reserve Bank of New Zealand governor Alan Bollard said that only included the cost of reconstructing buildings in the South Island centre, where much of the inner city was destroyed and remains off-limits to the public.

He said the overall bill would approach $24.6bn once other factors were factored in, such as insurance claims for lost business, temporary accommodation and claim-handling costs.

"The scale of impacts and ongoing activity means the rebuild is unprecedented," he said in a speech to Christchurch business leaders, noting that reconstructing the city would take at least five years.

Bollard said while "basic repairs" had been carried out, the mammoth rebuilding project had not yet begun in earnest because of the ongoing threat from large aftershocks in the region.

"There have been more than 400 greater than Richter magnitude 4.0, including more than 40 greater than Richter magnitude 5.0 since September 2010 and this has been a shock to everyone’s hopes for recovery and rebuilding," he said.

The most recent scare occurred when two powerful tremors hit on December 23, sending terrified Christmas shoppers fleeing from stores in panic. Strong aftershocks were felt for days afterwards.

As New Zealand prepares to mark the first anniversary of the deadly February 22 quake, Bollard said reconstruction was unlikely to be fully underway until 2013.

Adam says... fred i dont know as much as other do about what goes on there - i certinaly know more then other who like to pretend they know whats going on... when you speak of blind hatred of arabs by israelis i dont doubt that for 1 second, but what can be truthfully said is that no matter how deep their hatred runs, the israelis do not butcher palestinian families in their sleep, ot teach their children that their mission is kill as many jews as possible. neither do they celebrate the deaths of palestinians by dancing in the streets, or even take palestinians hostage for years with out access to medical care or any form of communication with the out side world. no individual or nation on this earth is perfect, but when looked at from a far, its very clear that one side has a true evil embedded in them. for the love of christ please dont answer this post with the line, "yes and that side is the ractist israelis...." cos it simply isnt, the israelis have offered olive branches of peave too many times to count and all they have every gotten in return is rockets and suicide bombers. the palestinians make it no secret that peace is not an option, so why people come here and try explain that it is, is beyond me.
