Philadelphia cops find 4 chained adults

Philadelphia - Police say three people have been arrested following the discovery of four malnourished mentally disabled adults locked in the basement of a northeast Philadelphia apartment building.

Officers were investigating a report of squatters in a building on Saturday when they found three men and a woman in a 4.5-by-4.5m room behind a steel door that was chained shut. Police say they range in age from 29 to 41 but have the mental capacity of 10-year-olds. They had been listed in stable condition at a hospital.

The Philadelphia Inquirer reports that a 51-year-old Texas man was taken into custody at the scene and a 50-year-old woman and 48-year-old man arrested on Saturday night.

Lieutenant Raymond Evers, a police spokesperson, says charges will include kidnapping, conspiracy, aggravated assault and reckless endangerment.
