Istanbul - Turkish authorities on Thursday arrested four people they say are responsible for the deaths of 12 refugees who tried to reach Europe by boat and perished at sea, including a 3-year-old Kurdish boy.

The boy, Alan al-Kurdi, was washed ashore. His small body was found by Turkish police and the photo caused shock and outrage around the world. His brother and mother also died, with only the father surviving.

The four arrested, including the captain of the smuggling boat, are accused of "willful negligence" which led to the deaths, the Dogan news agency reported.

Turkey has become a key point of departure for refugees escaping wars in Afghanistan, Syria and Africa and wanting to reach Europe.

The al-Kurdi family are Syrian Kurds who fled their country's civil war, according to the father of the family and activists.
