Documents show CIA co-operation with Libya

2011-09-03 10:24

Washington - Files found at a Libyan government building show strong co-operation between the CIA and Muammar Gaddafi's intelligence agencies, including shipping terror suspects to the North African country for interrogation, a report said on Friday.

The Central Intelligence Agency, under the administration of then-president George W Bush, brought terror suspects to Libya and suggested questions that Libyan interrogators should ask them, the Wall Street Journal said, citing documents found at the headquarters of Libya's External Security agency.

The CIA also moved to set up in 2004 "a permanent presence" in the country, the Journal said, according to a note from CIA top operative Stephen Kappes to Libya's intelligence chief, at the time, Moussa Koussa, was head of Libyan intelligence.

Suggesting the close relationship between the two top clandestine services officials, the note begins "Dear Musa" and was signed "Steve", said the Journal.

An unnamed US official quoted by the daily noted that, at the time, Libya was breaking diplomatic ice with the West.

"Let's keep in mind the context here: By 2004, the US had successfully convinced the Libyan government to renounce its nuclear-weapons programme and to help stop terrorists who were actively targeting Americans in the US and abroad," said the official.

The files were uncovered by Human Rights Watch researchers who toured the Libyan government building, and gave copies to the Journal.

      sabc10 - 2011-09-03 11:37

Its to do with its war machine and the stock piling of resources. For example,USA has the largest stockpile of uranium and oil. Its offshore oil platforms are around the world depleting and taking resources.Fracking for gases is also widespread. Its more of a taker than a manufacturer.Surpisingly for most people it has oil "contracts" and weapons galore with very unsavoury people.

The CIA works with everybody. They worked with Gaddafi, they'll work with the new govt. They worked with Saddam, they work with the new govt in Iraq. They work with the Taliban and with the new govt in Afghanistan. They follow a very simple policy: keep your friends close, and your enemies closer. If you think it's news to anybody that the CIA works with America's enemies, then you're probably buying into the conspiracy theory webmasters' PR that "the mainstream media are lying to you, only we will tell you the truth". What is the above article if not a "mainstream news article"? Are SAPA lying to you? The revelation that the US was using UNSCOM weapons inspectors to spy on Saddam post-Desert Storm was scooped by The Washington Post, one of the most mainstream news outlets on the planet. The conspiracy theorists cut & pasted it onto their own sites, gleefully proclaiming "THIS is the truth that the mainstream media DON'T WANT YOU TO KNOW!!!!!!!!!!!!!" Erm, the tens of millions of Washington Post readers had already read it and knew about it. They didn't need to go to WhatReallyHappened or Rense to get "the truth", heh. Besides, all the world's major powers have secret services who work with as many different organisations (legit and underground) as they can. I'll bet you dollars to doughnuts that Gaddafi's men were working with Russian, Chinese and European secret services as well. Knowledge is power.

NATO mercenaries and their terrorist rebels who they have beeen training in the UAE for the past number of years have laid waste to one of Africas most developed nations. The USA under the Zionist controlled Obama , along with the British turd Cameron and the little slimly Zionist rat in Paris hope now they can install CIA agents in power who will do their bidding and sell of the contracts to Impearlist nations to rebuild what they have laid to waste , and also allow them to loot and plunder Libyas vast oil reserves , as pay back. The news is slowly trickling out from Independent sources of the horror kilings of unarmed men women and children by the NATO trained and controlled so called "rebels" terrorist. Russian and African news agencys along with other independent sources tell of thousands of African being lynched by the NATO killer gangs and mercenaries. Western comprromised so called "new agencies" such as CNN, (CIA) BBC(MI6) AL JAZEERA (QUTAR EMIR) , AL ARABIYA , Sudia owned and a host of other Western propaganda outlets, have played a huge role in NATO and their terrorist gangs being able to carry out the slaughter and destruction of one of Africias most developed nations so as they can loot and plunder at will it vast resources. Please Google "NATO BACKED "REBELS" TERRORIST LYNCH AFRICAN ". As we can see the truth is slowly emerging of the slaughter of Black Africians (mainly workers) and other civillians by the NATO backed and controlled Terrorist.

      moderfontein - 2011-09-03 14:30

More and more reports are pouring out of Libya of the murder of hundreds if not thousands of non combatants , Black Libyans and other Blacks by NATO backed killer gangs unleashed by NATO, since their illegal invasion of the soverign state. Nato killer teams are leading the the so called "rebels" terrorist on killing sprees throughtout the country of Libyan Blacks as special targets for summary execution. Typically Blacks are areested and handcuffed and within seconds shot in the head. Rotting bodies of black Africans can bee found in every town that the NATO controlled "rebels" have passed throught. A young Russian lady jouranlist wrote, "such massive deadly violence is terrorizing the entire population into sumission to the NATO led "rebels" , and who aim is simply the recolonization of Libya and the looting of it vast oil reserves" . Who will stop this murderous NATO/American racism unleashed on the innocents of Libya?.

      Spyker May - 2011-09-03 15:01

John is spot-on. I may just add - be careful of blanketly equating the "American People" with the CIA. There are many, many ordinary Americans that are heavily opposed to the modus operandi of the CIA. The CIA is a loose cannon, no doubt - in fact, we may never know just how "loose". They screw up regularly and because they operate in a clandestine realm it is simply impossible to hold them accountable. The CIA on the other hand will argue that they function in such a screwed-up milieu, that you can hardly expect less. The CIA will argue, "just check the score-board".., we are in fact doing very well - ie generally we are keeping ordinary Americans safe and as such that is our ultimate mandate. Few people can argue with the CIA on that account... Juxtapose it over the following article and you may be more appreciative of the “American people” at large. @moderfontein.., I cannot remember when last I have read such profound trash. You make pathetic unfounded claims, supported by a fake 'blog-spot'. You are a troll of the grandest kind. Kindly do not allow your lack of cognitive substance, to let you believe, you can underestimate the intelligence of others.

      john - 2011-09-03 15:10

"Who will stop this murderous NATO/American racism unleashed on the innocents of Libya?." Here's a thought: why don't you do it? When Americans want something, they do it themselves. When they wanted independence from Britain, they rose up and fought themselves. When they were attacked by Japan at Pearl Harbor, they fought back. When they wanted to oppose the spread of Communism in Vietnam and Korea, they sent their own troops to deal with it. When they wanted to go to the moon, they built their own rocket. They're go-getters. When they want something, they go and get it. Africans, by contrast, always demand that somebody else must give them what they want. When they want food, the UN must give it to them. When they want money, the West must pay reparations for colonialism. When they want arms, China, Russia or the US must provide them. When they want investment, the US or China must give it. Who invested in the US to make its economy grow so big? Who provided them with arms to fight their wars? Who fed them when they were hungry? Who gave them the rocket to fly to the moon? Who gave them funding so that they could make Hollywood such a big industry? Who educated them to give them skills? Who gave them democracy and equal rights? Who protected them when Japan attacked them? Americans help themselves, and God helps those who help themselves. Whiners who want to be given everything don't count. Nobody cares what they think.

      slg - 2011-09-03 15:49

Now that the people of the Middle East are freeing themselves from decades of dictatorships, the CIA won't have to find ways of working with these brutal regimes. The US always prefers working with democracies and its actions are guided by its constitution. There are strong checks and balances within the US to bring to light wrong-doing and cause change to happen. That is why it is a 200-year old democracy, and the most powerful nation on Earth. Not perfect by any means, but the strongest force for good on the planet. Comments by Valis, Moderfontein, the other John, jowza, sabc10 are thick with personal hatred and prejudice. They're sick. slg, dont be so sure with the 9/11 story. The US has many tricks and you cant just believe what they say. Most pro US people are just easily convinced by what they read on us media...broaden up and you will see the real US. The reason they work with dictators and other in oil rich countries is to secure their own country's oil interest. They dont give a rat about the people there, and will use the surplus produce (bettering prices) from their farmers as 'aid' and will boost their war hungry military private companies to 'help' the citizens of that country - thus cashing in on war as usual.

Libyan people are sreaming , but world leaders are deaf to their calls, not only do Libyans have to endure the daily Impearlist NATO bombardment , torture and cold blooded killing of civillians, particulary African migrant workers by the so called NATO backed and controlled "rebels" a losse bunch of criminals, gangsters, paid forign killers, etc, but they have also to endure a cruel Western Zionist controlled media, that only agenda is to serve the intrest of the world banking Mafia and multinational oil companies. Libyan people are now in total shock , their once proud nation often called the Switherland of Africa , now in total ruins and a Western backed and controlled pupppet regime made up of CIA agents to be imposed upon them as their new leaders. Libyan are dismayed at how western leaders, Obama, Cameron, and the Zionist turd in Paris , actually sided with a buch of terrorist "rebels" and criminals who have lain their country infastructure in ruins and tortured and killed thousands upon thousands of unarmed civillians as well as displaceing hundreds of thousands from their homes. The Zionist Impearlist NATO backed killer gangs have done everthing their controllers in the PENTAGON and London have asked of them, now very soon they to will be stood down and disarmed and sent packing now their murder, killing, looting expertise is no longer reqired. The west will now install their CIA puppet regime and the looting of Libyan resurces will begin in earnest.

"The files were uncovered by Human Rights Watch researchers who toured the Libyan government building, and gave copies to the Journal." How easy and convenient seems like the files were just laying around and some people believe his

      john - 2011-09-03 12:13

The files probably weren't lying around but rather supplied to HRW officials by somebody. The CIA has never attempted to hide that it works with America's enemies. Quite the contrary, they're proud and boastful of how many "intel assets" they have working around the world. That's their job - to keep their enemies close and gain information on them. Knowledge is power, they are exercising it just like any other major power's secret service does. The CIA renditioning suspects to other countries for torture is hardly news. It was covered to death during the War on Terror. What I find funny is that the drooling hordes will leap on the Human Rights Watch angle because "it comes from a credible neutral body". However, when it reports on crimes committed by Gaddafi's men, HRW suddenly morphs into a "pro-Western puppet organisation who lies to promote the Zionist agenda". They anti-Westerners are nothing if not predictable, heh.

      what are you implying

      V. Zela - 2011-09-03 13:17

@John Why would so called intelligence agencies keep (easy to locate) files like these?

      Ingwe - 2011-09-03 13:20

John you are so right, the strange thing is this is not news it is common knowledge that the CIA has been working with the Libyan's as do the FSS, MSS and the SIS. I find it amusing that the 'Tin Foil Hat' brigade are jumping on this band wagon, something that has been in the public domain for years.

      john - 2011-09-03 13:46

V.Zela, because intel agencies keep files on everything. Why would the US keep all the Wikileaks documents that caused embarrassment? The files might not have been "easy to locate" and may have been locked in some official's safe or wherever. You're taking the article at face value, that some aid worker stumbled across the files. What probably happened is that some Libyan govt insider knew the govt was about to fall, took the files and, before fleeing, either deliberately left them where they would be found easily, or handed them to the aid worker with the condition that the Libyan govt insider mustn't be named and the aid worker must claim he found the files himself. Either way, what does it matter? It is well-known that the US was renditioning terror suspects to shady developing world govts for torture. That some may have gone to Libya is neither surprising nor news. It only confirms what we already knew.

If the note body read "If your government doesn't step down in 2 months there'll be hell." would that still have suggested a close relationship? after all it still begins with "Dear Musa" and signed by "Steve".

      john - 2011-09-03 19:31

The CIA fulfills the same function in humanity as lions fulfill in nature - removing the most feeble-minded and least-productive members from the herd. Naturally, the herd resents this intrusion and considers itself to be oppressed. They lack the insight to realise that the lions are doing them a favour and improving the health of the herd. Even Russia and China realise this. Before the CIA educated them in the way of the lion, Russian citizens believed that paradise consisted of standing in a queue for six hours for a loaf of government-manufactured bread and a square of government-manufactured cheese. Since the West broke down their Wall and showed them the way of freedom, they are now dining on fillet, drinking Cristal and buying up British football teams on weekend shopping expeditions. The Chinese have likewise learnt to follow the way of the lion. A population whose only purpose was to read the Little Red Book and then die of misery and starvation is now competing fiercely in Western markets, reaping the benefits and loving the refreshing change of actually being productive and having a purpose in life. This is why China's and Russia's criticism of Western wars has been muted of late. They know that these countries have to be saved from themselves and their own demented ideology - just as Russia and China themselves were. They might resent the lion getting the bulk of the kill, but they realise that it's for the good of the herd.

Do you think that I haven't read Counterpunch articles, Noam Chomsky, the conspiracy theory sites, watched the documentaries of Michael Moore? Really? Seriously? I wish I could reciprocate and point you to sites in Islamic theocracies or Communist countries that delight in ripping those who govern them (the mullahs or the Communist Party) a new one and exposing their crimes. Unfortunately, there are no sites like that. If people want to launch such sites, they have to leave their own countries and do it from the safety of Western democracies. Therein lies the difference. If a better governance and socio-political option than Western liberal democracy existed, I would happily support it. But we have no such system. Instead, we have the broad choice between free market democracy, central planning and theocracy. I choose free market democracy. That doesn't mean I excuse Western excesses. It merely means that, in the face of an onslaught by hordes of brainwashed lunatics who consider that Britain killing 26 unarmed citizens on Bloody Sunday was a worse atrocity than Russia or China slaughtering tens of millions of their own citizens during the Great Purges, I'm fighting fire with fire. Engage me on an adult level of acknowledgment that Western-style liberal democracy is the best system - but one which still commits crimes - and I will respect you. Yell rhetoric at me that the West is evil and that Communists and theocracies are the good guys, and I will treat it with contempt.

And you must see the people who believe this: truly they are fringe people with nothing better to do.

      john - 2011-09-03 21:48

Most conspiracy theories fall flat for the simple reason that you can't keep that big a thing secret. Clinton couldn't keep a blowjob between two people secret. Yet Bush kept a series of coordinated attacks, which would have involved hundreds of willing participants, a secret? And WikiLeaks, with all its thousands of leaked US govt documents, doesn't mention a single thing to support the idea of the CIA attacking the US on 9/11? Honestly, how stupid must people be to believe this rubbish? Years ago, I knew some bloke in the Defence Force who assured me one night that Communists could never invade SA. I asked him why and he told me that the govt had hollowed out Table Mountain and installed huge cannons that could sink any Soviet warships that arrived. I asked him how the govt was able to achieve such a spectacular feat of engineering with no CT residents being aware of it and his response was "They did it night". I then asked him what would happen if the Soviets landed on the Natal coast instead? And the more I took the piss out of him, the more enraged he became that I was a "rooinek who had been brainwashed by the Communist-owned Rand Daily Mail". Er, right. All you need to do is attribute some impossible feat to an omnipotent and sinister government, and people will blindly believe everything you say. Incredible. I swear many people think The Matrix is a documentary, not science fiction. The paranoids really are out to get them.
