Zimbabwe set to beg for poll funds

Cape Town - Zimbabwe will soon take a begging bowl to Western countries and world bodies for funds to bankroll the constitutional referendum and the forthcoming elections as the country has no money, Finance Minister Tendai Biti has said.

Newsday reported on Friday that Biti told a 2013 National Budget consultative meeting in Bulawayo that Treasury coffers could not fund the two processes which, according to the Zimbabwe Electoral Commission (ZEC), required a staggering $104m.

"The 2013 budget is the crucial one in the lifespan of the inclusive government because it’s a pre-election budget," Biti said.

"However, we do not have adequate resources to fund the elections on our own. Countries such as the United Kingdom, Norway, and China and the United Nations have an obligation to fund the elections, in as much as they fund our education and health sectors.

"They should come to the party. We will soon approach them for assistance."

Biti did not, however, mention when a formal approach would be made or exactly how much he would be appealing for.

The date for the referendum is yet to be set, but President Robert Mugabe has already indicated that he wants elections in March next year.

Mugabe, who has been in power for more than three decades, is under pressure from regional leaders to hold free and fair elections with a new democratic constitution.

The last elections in 2008 were fraught with violence, which primarily targeted Prime Minister Morgan Tsvangirai’s Movement for Democratic Change party.

      Danie whilst it is true that the ordinary people are ultimately responsible the donors have played their part too. As long as they keep bankrolling corrupt and oppressive regimes; what chance does the ordinary person have to end it. The people voted for Tsvangirai in good faith and he has since betrayed them. It is none other than the West that has all these continued to treat Tsvangirai as if he is the most competent man on earth!They did the same thing with Mugabe for decades. The West's hypocracy has undermined Africa's effort to build a just society. Donors will bankroll Zimbabwe endorsing a process they would dismiss in their own country!

      @ Wilbert - there is a difference between the donors giving money to support Mugabe, and giving money to support Zimbabwe. The fact that donors money is STOLEN, MISUSED or CHANNELED by these despots, can be traced to all ex colonial countries. The people of Zim have the power. In life, evey action has a reaction. The action they take when they go to the polls and make a cross, has caused the demise of Zimbabwe. Stop blaming the west, and aaccept some responsibility. In any type of addiction treatment, the first step to a ''solution'' is acknowledgement of the addiction. NO MORE DENIALS. Then, and only then, will Zimbabwe move forward. Whilst this attitude of blame placed on the ''West'', ''Colonials'' or the ''Muzungu'' remains, the people of Zim will suffer and die. South Africa is on the same path. Roll on Africa. Not because we are black, but because we refuse to accept responsibility for our ACTIONS and our CHOICES.

What beats me is that they gallavant around the world accusing those countries of colonialism, imperialism, racism (have I left out any of the usuals??) and in the next breath, the ask those very same countries for help. It appears to be unique to Africa. My question is this; are they truly clever and assume we will succumb to their rhetoric, have they truly got genetic amnesia or are they just plain stupid? I don't think it is the first one because that would imvariably have led to to some progress..somewhere which I somewhat fail to see. So, it has to be one of the other options. If I check how well any action that does not suit blacks is remembered, revered and used for political/financial gain, that puts option two out of the equation. If I then look at what has been done to our education system to ensure acceptable pass rates and if I sit back and watch the daily soap opera from parlament with little childrens minds in adult bodies and clothes, I have no option but to settle for the third choice. I just find it downright insulting.

Now they want the countries that Mugabe blames for their current chaos to fund it.     The COPAC constitution is a joke; it will never deliver free and fair elections and Mugabe has already said he will not accept any more democratic reforms. One has to ask why donors would want to bankroll an electoral process that is clearly denying the people their basic and fundamental right to a meaningful say in the governance of the country.
