Johannesburg - South Africa's women affairs minister, Susan Shabangu, has reportedly slammed Zimbabwean First Lady Grace Mugabe over comments she made about women wearing miniskirts deserving to be raped.

According to NewsDay, Shabangu who spoke during a 16 days of Activism Against Gender-Based Violence breakfast sponsored by publishers of the New Age in Johannesburg, said Grace’s comments were "sad".

Shabangu alleged that Grace was "oppressed" and was "in need of liberation".

“We also need to understand, the issue of socialisation and training becomes very important. It doesn’t mean that those at the top are socially liberated [and] they understand. Some of them are so oppressed they need to be liberated. So it’s a reflection of a woman, because of the position she is occupying, who thinks she is liberated, but not," Shabanu was quoted as saying.

Grace sparked outrage last month after she made remarks insinuating that if women wore short skirts they deserved to be raped.

According to The Telegraph, Grace, who is  a mother of four, said this a to thousands of supporters at a rally in Mberengwa, southern Zimbabwe.

"If you walk around wearing mini skirts displaying your thighs and inviting men to drool over you, then you want to complain when you have been raped?", Grace was quoted as saying.
