Contruction boss arrested on tender graft charges

Hawks investigators have arrested Durban construction boss Rajkapoor “Teddy’’ Lakraj on charges of tender fraud and corruption in connection with tenders valued at more than R87 million awarded by the KwaZulu-Natal Department of Public Works.

Human Settlements and Public Works MEC Maggie Govender announced the arrest – carried out early this morning – at a media briefing in the city today.

Lakraj, who owns Quantum Leap Investments 24 (Pty) Ltd and Dreamteam Trading 562 CC, which trades as Siyasiza Builders, allegedly defrauded the province by applying for tenders using two front women.

The investigation in Lakraj took place in terms of a presidential proclamation last year which saw the department, the Special Investigating Unit, the Hawks and the Asset Forfeiture Unit forming a joint unit to probe his business dealings.

Lakraj is expected to appear in court either later today or tomorrow.

Govender said the joint team had not only uncovered alleged fraud by Lakraj, but had opened an additional 15 criminal cases around the province and has also secured disciplinary action against 20 departmental officials.

She said her department would recover any money paid illegally to Lakraj and other contractors or government officials found to have been involved in the fraud.
