Deputy minister barred from doing business with government for five years

Public service and administration deputy minister, Ayanda Dlodlo, has been barred from doing business with government for five years.

Dlodlo, who was a director of VIP Consulting Engineers, has been listed on the National Treasury’s database of restricted suppliers for breach of contract.

VIP Consulting bungled part of a R5.2 million contract to build toilets in Etwatwa, Ekurhuleni, while Dlodlo was still a director of the company.

She resigned from the company in 2009 when she became an MP.

Dlodlo’s fellow VIP Consulting directors at the time – Piet van Immerzeel, Graeme Ambrose, Ignatius Henning, Stratford Pohl, Errol Magerman, Bafana Sibisi, Stefanus Prinsloo and Johan Jansen van Rensburg – are listed with Dlodlo on the Treasury’s database.

The nine are not allowed to do business with all three levels of government until July 2017.

In September last year, Accountant-General Freeman Nomvalo ordered national and provincial government departments and other state-owned entities to check whether companies awarded tenders worth more than R10 000 were not listed on the database.

VIP Consulting’s restriction came into effect in July, after the Ekurhuleni Municipality was misinformed on the

status of the contract, which led to payment for work not completed.

Ekurhuleni spokesperson, Samuel Modiba, told City Press the municipality notified VIP Consulting of its decision to have it listed on the database.

The tender that led to the company being barred from doing government business was appointed in 2007 to manage the installation of water and sewer services, and for the construction of toilets in Etwatwa Extension 34.

An Ekurhuleni official close to the community, who preferred not to be named, confirmed that the project

was never completed. The municipality has since appointed new companies to complete the project.

The official said: “Pipes were not fitted correctly, toilets were not built correctly and some were not completed at all.”

VIP Consulting was also awarded two other tenders by Ekurhuleni.

Between January and October 2006, the company built a sewer and water network, including toilet structures

and a pump station, for R10 million at nearby Etwatwa Extension 36.

The company also helped install water and sewer connections at Etwatwa Extension 9 for about R300 000 between July 2008 and June 2009.

Dlodlo, an ANC national executive committee member, headed strategic operations at the now-defunct elite crime unit, the Directorate of Special Operations (the Scorpions).

The former Umkhonto we Sizwe Military Veterans’ Association secretary-general was charged with theft of R80 700 from the Scorpions’ secret informer fund, but the charges were later dropped.

Dlodlo was also head of the Gauteng safety and security department.

“I avoid things that will embarrass my party, that’s why I avoid doing business with government,” she told City Press, and emphasised that she had resigned from the company.

Van Immerzeel said he was not allowed to speak to City Press.

Dlodlo is scheduled to address an anti-corruption round table event in Pretoria tomorrow.
