Minister signs delivery agreement

Public Service and Administration Minister Richard Baloyi today signed the delivery agreement with President Jacob Zuma for government’s Outcome 12.

The January 2010 Cabinet Lekgotla adopted 12 Outcomes for implementation by government in the medium-term.

“Following this process, we committed to lead and drive the implementation of Outcome 12, an efficient, effective and development oriented public service and an empowered, fair and inclusive citizenship,” Baloyi told a media briefing at Parliament.

The delivery agreement was a negotiated charter reflecting the commitment of the key partners involved in the direct delivery process, working together to undertake activities effectively and on time to produce the mutually agreed-upon outputs, which in turn would contribute to achieving Outcome 12, he said.

Implementation of the delivery agreement would be phased in over four years, and would be reviewed annually in consultation with the performance monitoring and evaluation department in the presidency.

The delivery agreement for Outcome 12 covered seven key strategic areas:

» Service delivery quality and access;

» Human resource management and development;

» Business process, systems, decision rights and accountability;

» Tackling corruption effectively;

» Nation building and national identity;

» Citizen participation; and

» Social cohesion.
