‘Miss Fix-it’ appointed to shake up ailing municipality

Vuyo Zitumane has been appointed as the administrator of the beleaguered Mnquma Local Municipality in a bid to turn the fortunes of the Eastern Cape council which has been a nightmare for the ruling ANC in the province.

She will be the administrator there for six months.

Zitumane, who was introduced to the municipality by local government and traditional affairs MEC, Mlibo Qoboshiyane during a special council meeting was humbled by the appointment.

“I feel very honoured as a person as this speaks volumes about the confidence people have in my abilities ... I am confident that I will be able to make a contribution and bring about change in this municipality,” said Zitumane.

Zitumane has cut a niche for herself as a no-nonsense administrator having turned around several municipalities in the past, among them, the King Sabata Dalindyebo Municipality, Sundays’ River Valley Local Municipality and Nelson Mandela Bay.

She has since earned herself the name “Miss Fix-it”.

MEC Qoboshiyane said it was Zitumane’s attributes as a no-nonsense manager that made her to be chosen for the tough job.

“Her approach to get things done, her uncompromising professionalism and work ethic made her the obvious choice. The other factor is that she has done this before and her track record speaks for itself,” Qoboshiyane said.

Mquma was placed under administration by Qoboshiyane early this year following years of political instability, maladministration and corruption.

Zitumane’s terms of reference include:

» Ensuring that all council meetings are convened in accordance to the applicable provisions of law and all resolutions are properly taken, processed and implemented;

» Ensuring that there is effective general administration within Mnquma Local Municipality;

» Facilitating and monitoring the finalisation of disciplinary hearing of suspended officials to their logical conclusion;

» Facilitating the withdrawal of all pending cases instituted by the municipality where councillors are parties to proceedings as resolved at a council meeting of March 6 2013;

» Facilitating the appointment of competent managers to act in positions left by senior managers that have been granted leave of absence; and

» Facilitating and advise the council on the appointment of Section 56 Managers.
