‘No more freebies’

No more free food at meetings, T-shirts or foreign trips for government departments or municipalities in Free State.

This was according to William Bulwane, ANC provincial secretary in the province.

Bulwane said certain services would be prioritised while others “that are not regarded as essential would be deferred, like foreign trips and unnecessary catering for meetings”.

Bulwane was speaking at a press conference in Bloemfontein about the auditor-general’s report on the audit outcomes of municipalities in the province.

Bulwane said the ANC was going to enforce strict “fiscal discipline” and start to address the problem at the level of district municipalities.

He said all the mayors of district municipalities would be required to sign a performance agreement that would stipulate that their municipalities should receive clean audits during the next financial year.

Bulwane said if mayors do not reach their targets, “heads will roll”.

Bulwane said the curbing of spending would come into effect immediately while the performance contracts for mayors can still take some time to implement.

On the performance of local municipalities, Bulwane said “serious changes” were necessary to improve the situation. Unauthorised, wasteful and fruitless expenditure during the 2011/2012 financial year amounted to R1.3 billion.

No municipality in the province received a clean audit.
