Rica registration ‘more than 90% complete’

More than 90% of South Africa’s cellphone users have registered their SIM cards in terms of Rica, department of communications spokesperson Tijani Rikhotso said today.

He said with a week to go before the deadline for registration expired, Cell-C had indicated that 91% of its customer base had complied.

At Vodacom, 93% of subscribers had registered and at MTN 98 of contract subscribers and 93% of prepaid users had done so.

The deadline for registration was initially the end of December last year, but was extended to the end of June.

“They have all expressed confidence that come the 30th of June they will have rounded up all the subscribers on their database,” Rikhotso said at Cabinet’s regular fortnightly media briefing.

Government spokesperson Jimmy Manyi said there would be no further extensions and warned that cellphone users who failed to comply would be disconnected.

“That deadline is very firm, there is nothing that even indicates a shifting of the deadline. So we are really just calling on people to exercise a bit of discipline.

“You must remember that if you get cut off, your obligations do not stop. You get cut off, but you have to continue to pay.”

Registration is required in terms of the Regulation of Interception of Communications and Provision of Communication-related Information Act to help the police to locate criminals using cellphones for illegal activities.

Customers have to provide operators with proof of address and identification.
