SIU: SAPS investigation

The SIU is probing the SAPS’ supply chain management process for corrupt practices and procurement irregularities between 2005 and 2010.

Investigations are focusing on alleged irregularities in the building and maintenance of 33 police stations, the leasing of buildings through the Department of Public Works – the SIU is working with the Public Protector on several matters – and multi-million rand procurement contracts for uniforms and ICT.

The investigation will conclude in mid-2013, but has already revealed that the SAPS did not have the authority needed to build its own police stations, and violated tender processes in many cases.

The SIU has also identified millions of rands worth of contracts involving fronting, fraudulent tax clearance certificates, and manual price alterations on tender documents. In some cases, no tender process was followed at all.

Another R50-million worth of contracts are under investigation where officials are suspected of having direct interests in companies supplying goods to the SAPS. A total of 115 police officials are involved.
