E-tolling is not a new concept in the world and toll roads are certainly not new in South Africa. The system has been used in Singapore, London and many other cities.

Revenue generated helps in recovering costs incurred in building and maintaining the roads. Because of their good state, such roads allow for the good flow of traffic. It’s also easier to monitor traffic volumes.

It makes no sense to implement a fuel levy for the whole country’s road users. The entire country cannot be taxed for a luxury enjoyed by the inhabitants of one city.

Those who are going to pay for the e-tolls have a right to know the total cost of new roads and the period needed to recover money to rebuild them.

But the proposed e-toll rates are very high and should be reduced before the system is implemented.

If any of the city’s roads are properly reconstructed, it’s imperative to have e-tolling to maintain these roads. Contracts for collecting funds and maintaining these routes should be awarded to unemployed youths to generate jobs.
