A-G report: KZN Health too big to turn around quickly

THE KwaZulu-Natal Health Department is a “Titanic” and it will take a long time to turn its fortunes around, the KZN Standing Committee on Public Accounts (Scopa) was told yesterday. The department appeared before the committee after it received another qualified audit.

Chairperson of Scopa, Sipho “KK” Nkosi acknowledged that turning the “Titanic” department around will take time, and said: “But what we want is clean governance … despite all the challenges”.

The Auditor-General’s report said poor financial management had resulted in the unauthorised expenditure of R122 million and the irregular expenditure of R44,4 million between financial year 2011/2012.

The leadership of the department was severely criticised for lack of responsibility. The A-G said there were significant deficiencies in the communication and implementation of policies and procedures, as well as monitoring and oversight.

Health MEC Dr Sibongiseni Dhlomo said the department was in much better shape than when he was appointed to it in 2009.
