He said the then head of the languages' department was granted displacement on October 30, 2002 and that position has not been filled since, despite the post being advertised and interviews being conducted.

“The post just gets withdrawn without us being told anything. What shocks me is that, as the school governing body, we weren't even made aware of the reasons surrounding their leaving … a commission must be appointed to investigate … I have tried to go through the proper channels, but it is not helping and unlike the principal, I am not employed by the department of Education and I am not answerable to them.”

Madlala said displaced teachers have access to closed vacancies within the district, but the absent HoD has not applied for any of the vacancies that have opened up at five local schools.

“She's basically never vacated her post at the expense of our children, and it appears as if the department is determined to punish the school in favour of the teacher.”

Principal Bheki Ngcobo confirmed that the school has been without a language HoD for the past five years. However, he said he could not elaborate as he is not mandated to speak to the media.

“I'm not happy about it. I have followed the proper channels in getting the matter resolved, without any success. I'm the principal, deputy principal, and HoD and it is well known … from my direct superior, right to [MEC] Ina Cronjé. So I would also like to know what is going on?” said Ngcobo.

Kuhlekonke lost two other HoDs, in technology and human and social services, around the same time the HoD of languages left, another source said. “The school has since been forced to stop those functions,” they said.

Attempts to contact the ward manager were unsuccessful, while the circuit manager said he is not mandated to talk to the media.

Department spokeswoman Christi Naudé said she has forwarded the matter to the labour section of the department for investigation, but could not guarantee quick answers as it needs to be answered at a district level.
