THE Burmese military junta which has held the country in an iron grip for more than 20 years can control dissent, but it cannot control so-called “acts of God” such as the typhoon which devastated the Irrawaddy River Delta 10 days ago. However, the generals’ subsequent reluctance to accept aid, and their attempts to hinder the relief efforts which a variety of international agencies are attempting to mount, is surely an act of supreme wickedness which will only compound the misery suffered by the people and add to the death rate as disease spreads among the survivors.

Aid bodies, naturally, want to make sure that the assistance they provide goes to the right people, those most in need. The Burmese authorities want to control who gets what and don’t mind how many people die in the process.
