By laws: City updates public health rules

PIETERMARITZBURG’S public health by-laws, some more than 60 years old, have been revised, with new sections added.

The draft document, which runs to 16 chapters and two schedules, will soon be available for public comment.

Community services portfolio committee chairperson Manilall Inderjith said the by-laws deal with many problems that have arisen of late, such as

illegal boarding houses, pre-schools without adequate facilities and the keeping of livestock at homes.

New rules have also been proposed for trading — both formal and informal — and laws around littering, pollution and public health hazards.

Inderjith said vacancies had been advertised for peace officers to enforce the by-laws.

He added that although more staff would be employed to enforce the by-laws, the council also wanted residents to do their bit by complying with the regulations.

“Prosecution must be a last resort,” Inderjith said.
